The ratepayers social evening
held in the'Legion Hall Saturday
evening was a huge success.
The entertainment began with
cards, followed by a lively sing
song with accordion ac-
companiment by talented Bill
Thompson, He also played an
Irish number for the doctors who
Mrs. Isabel Ravelle.
Mr. & Mrs, Vincent Ray and
Iris of Oakville spent the past
weekend with Mrs. Leroy
Bariteau.
Word has been received in the
village of the death of Mr, Melv
Gowdy who was a former
business man here,
Pamela Hendrick of Wyoming
visited last week with Mr. & Mrs.

An appetizing smorgasbord
lunch was enjoyed and was

Cites significance
in minister's talk
The Provincial Government is
learning from the experiences of
Regional Development Councils,
claimed James C. Hayter of
Goderich. Mr. Hayter is
president of the Midwestern
Ontario Regional Development
Council,
In commenting on a speech
made by Provincial Treasurer,
Darcy McKeough, to the 73rd
Annual Convention of the Ontario
Municipal Association held in
Toronto lastweek,Hayter said he
felt the Minister's statements
were of significant importance.
The Provincial Treasurer had
stated, " that Government,
through its Regional Develop-
ment Program, is committed to
the coordination and direction of
programs and expenditures on a
regional basis through rational
planning."
The Minister indicated that
Regional Development is
Provincial planning on a regional
basis and "is one of the key
programs" in Ontario.
Mr. McKeough told OMA
delegates that to develop a
"planning framework for
Regional decisions has proven to
be extremely complex."
Hayter said he agreed with the
Minister on many points in-
cluding the importance of local
participation at the regional level
in the Regional Development
Program.
The President of MORDC said
the government has admitted
that it cannot treat all regions
equally and a new approach must
be taken with this consideration
in mind. The President of the
Midwestern Development
Council said he agreed with Mr.
McKeough's statement on "the

present functions of the Mid-
western Development Council
was emphasized in the Minister's
speech at the OMA convention.
He said he would have to agree
with the Minister in his statement
that "there must be a body, other
than government, to bring
together all interested and
concerned people and
organizations and to convey to
government a regional
viewpoint."
McKeough added that he could
see such a body, as one possible
role for the Regional Develop-
ment Council in the future.
Mr. Hayter, a former Warden
of Huron County and a long-time
member of the Development
Council, said the Midwestern
Development Council has been
attempting to carry out this role
on behalf of the Midwestern
region.
In referring to future phases in
the development plans for
various regions within the
Province, Mr. McKeough stated,
"We have learned from ex-
perience that timetables do not
take into account the unforeseen
factors inevitable in this kind of
process."

I: Analysis for the Midwestern
Ontario Region, covering the
counties of Huron, Perth,
Waterloo and Wellington was
released in July, 1970. At that*
time, the government indicated a
three-month deadline for replies
to the Phase I.
The Midwestern President,
said he is pleased to see that the
government recognizes the
greater indepth study by local
people involved at examining the
various phases of government
planning.
The Midwestern Development
Council will complete its sub-
mission to the Provincial
Government shortly following 12
months of meetings and intense
study.

Victoria and Grey Trust
Company reports profit of
$2;245,000 or $1.47 a share for the
nine months ended July 31,
compared with $1,692,000 or $1.07
a share for the same period last
year, Profit for the third quarter
was 59 cents per share compared
with 37 cents in 1970.
The quarterly dividend on the
common shares was raised by
three cents to 25 cents per share
at a directors' meeting held
recently.
The quarterly dividend of 25
cents declared on the common
shares is payable September 15,
1971 to those on record August 27,
1971,
The regular quarterlydividend
of 66.875 cents was declared on
the preference shares payable
November 1, 1971 to those on
record October 15, 1971.
