At the request of the council of the Village of Lucan, the Ontario Water Resources
Commission has investieated the possibility of -deVeloPing within the Village, a sewage works
project to be owned by the Province of Ontario consisting of acquisition of works elready
constructed .and the construction of new collector sewers and an extension to the existing
treatment works all of which will provide the major part of the municipality with sewage
service, It is now proposed to acquire and .construct such works. at an estimated cost of
$505,57$. For services provided from these works it is proposed to impose an estimated service
rate of 51 cents per 1,000 gallons of sewage accepted from the municipality, frontage rates and
connection. charges and a general milt rate levy as set out in detail below,
The project will consist of the following works initially:
Acquisition of sanitary collector sewers already constructed together with a five (5) acre
waste stablilization pond, a pumping station and a forcemain, and the installation of new
sanitary sewers to be constructed as follows:

together with sewers from the main sewers to the lot lines, a 6-acre extension to the lagoon and
approximately 660 feet of inlet forcemain.
For the provision of services from these works, it is proposed to raise the necessary
annual revenue as follows: a frontage sewer rate of 42 cents per foot per annum on all lands
which front or abut on or connect to the sewer system on the streets or parts of streets
described above, a connection charge of $7.85 per annum on owners or occupants of lands for
which a sewage service connection to existing sewers is provided, a connection charge of $9.39
where service connection to the new sewers is provided, a 64 percent surcharge on the water bill
of all users of the system and a 0.9 mill rate levy on all rateable property within the Village. In
instances where there is no connection to the water works, the charge for sewage service
normally recovered by the water bill surcharge is to be recovered by the imposition of a foot
frontage rate of $23.04 divided by the lot frontage per annum on the owners or occupants of
such lands. This foot frontage rate does not reduce or eliminate any other frontage rates
imposed on properties for sewage or water works.
In computing the frontage charges, provision shall be made for the exemption or partial
exemption from a foot frontage rate and for the termination of such exemption or partial
exemption in the following manner:
(a) A reduction in the case of corner lots at the junction or intersection of streets of not more
than 125 feet of the flankage and a reduction or increase in the case of triangular or
irregularly-shaped lots may be made in the foot frontage rate that otherwise would be
chargeable thereon sufficient having regard to the situation, value and superficial area of
such lots as compared with other lots, to adjust its frontage charge on a fair and equitable
basis.
(b) Where a lot is for any reason wholly or in part unfit for building purposes, a reduction may
be made in the foot frontage rate that otherwise would be chargeable thereon sufficient to
adjust its frontage charge as compared with that of lots fit for building purposes on a fair
and equitable basis.
(c) Where a lot, other than a corner lot, has two (2) limits that abut on streets described herein
and the size and nature of the lot is such that any or all of the works in such streets are not
required, a reduction in respect of the works that are not required, so long as they are not
required, may also be made in the foot frontage rate that would otherwise be chargeable
thereon, sufficient to adjust its frontage charge on a fair and equitable basis.
(d) In the case of lots that, because of the nature of the terrain or the elevation of the sewer,
do not derive the same benefit as other lands abutting on the sewer, a reduction may be
made on the foot frontage which otherwise would be chargeable thereon, sufficient having
regard to the benefit derived as compared with other lots, to adjust the foot frontage rate
on a fair and equitable basis.
(e) The reduction shall be made by deducting from the total frontage of the lot liable to the
annual foot frontage rate so much thereof as is sufficient to make the proper reduction, but
the whole of the lot shall be charged with the annual foot frontage charge as so reduced.
On the basis of these levies, a home connected to the existing sewer system and to the
water works and having a frontage of 60 feet would pay the following amounts annually after
the new works are constructed.

64 percent surcharge on $36.00 water bill 23.04
Mill rate — 0.9 mill of $8,000 7.20

For those in the area in which new sewers are to be constructed, the charges would be as
follows:

A home in the area in which the new sewers are to be constructed not connected to the
water works and having a frontage of 60 feet would pay the following amounts annually after
connection has been made to the proposed sewage works.

Any ratepayer may, within twenty-one (21) days after the first publication of this notice
send by prepaid post to the Clerk of the Village of Lucan at the address given below, a notice in
writing stating his Objection to this proposal or to the imposition of the sewage rates.
The Ontario Municipal board may approve the entering into an agreement between the
Village of Lucan and the Ontario Water Resources Commission with respect to the provision of
the sewage service arid the said rates but before doing so it may appoint a time and place for a
public hearing when any objections will be considered but notice of such hearing will be given
only to those perSons who have given notice of Objection as provided for above,

business hours.

Pipe and brass bands
for centennial parade
Arrange bus trip Bride-elect

Members of the Lucan Cen-
tennial Committee met in the
Legion hall, Monday, with
fourteen present, who
represented various
organizations in the community.
Arrangements are being made
for pipe and, brass bands for the
parade Monday, August 23, and
Also for the Barbershop Quartette
program for Thursday evening.
There will be a midway for
children, a swim meet, and foot
races.
Men who wish to enter the
beard growing contest are asked
to register at any one of the four
service stations in Lucan. There
will be a registration fee of $1.00.
Five prizes will be given: for full
beard with mustache; full beard
ithout mustache; chin
whiskers; mutton chops; and
for Sunshiners
Twenty-one members of the
Sunshine Club were present at
the Masonic Hall, Thursday last,
when euchre was enjoyed.
A bus trip has been arranged
for June 24 to tour around the
country in the Stratford district
and a stop for an early supper. All
members of the club are invited,

At the regular monthly meeting
the Biddulph council, members
decided to accept the invitation
from the Ausable River Con-
servation Authority to tour the
Watershed, June 23, Decision was
deferred on the MacDonald's
Sanitation Service bid to collect
garbage.
As a result of the vote on the
Granton water supply system,
council decided not to proceed
with the project.
Harry Carroll was appointed
foreman of the group being
employed by the Township to
clear up dead elms and brush on
the roadside, under the em-
ployment incentive program.
Warble-fly inspector Donald
Beatson, reported that the
warble-fly control program has
been completed for 1971,
The contract for insulating the
township garage was awarded to
Canadian Prosecon Limited,
London,
The Council boosted the rental
rate for the township maintainer
to $18 per hour, and the township
truck to $12 per hour.

Church by friends and relatives,
Anna Lee Bakker and Cynthia
Bakker were in charge of the
guest book. A short program was
given with Muriel Abbott,
Janice's cousin giving a reading,
and Miss Cora Abbott, an aunt,
Playing piano solos,
Another aunt, Mrs. Jim
Mugford, gave the address,
taking the flowers of each month
with their special meanings in
respect of marriage. This was
especially appropriate as Janice
has been working with flowers.
Three girls, Sandra Turner,
Janice's sister, Donna Blain and
Muriel Abbott assisted with gifts,
Guests were invited to Open
House at the home of the bride's
parents after the wedding.

VIII students were taken to
Medway high school Friday for
an introduction class. The grade
VIII's graduation party will be
June 24.

personals RECREATIONAL SWIMMING — Children, 10c; Student, 25c; Adult, 35c for each period
of swimming, Pool will be open daily (weather permitting) from 2-4 p.m. and 7-9 p.m.
ADULT LESSONS — In all classes of swimming at a nominal cost of $4.00 per person.
Lessons will consist of eight one-hour periods on Tuesday and Thursday nights starting on
July 6.
CHILD SWIMMING LESSONS — A swim session for children will consist of 10 lessons of
40 minutes duration over a two week period Monday through Friday, holidays included,
commencing at 9 a.m. each morning and ending at 12 a.m.
There will be four separate classes during this time.
Charges for these lessons will be as follows: $4.00 for one child; $6.00 for two
children and $7.00 for three children or more in each family participating.

When the McCormick Choir
entertained the Home Auxiliary
last Monday, all were amazed to
receive a standing ovation for the
three choruses. Miss Line
Abbott's reading, "Mrs. Casey at
the Euchre Party," also received
a big hand of applause.
Several Lucan ladies joined the
Clarideboye W.I. members in a
bus trip last Wednesday to
Ontario Place. They report it as
interesting and sometimes
spectacular.

540's social event of the year,
the Installation of the 1971-72
Branch Officers, was an
unqualified success. Much of this
must be attributed to the ex-
cellent job performed by the
installing team from Branch 116,
Strathroy, in the persons of
immediate past Zone A5 Com-
mander, Comrade Tom Healy;
the Installing Officer and
Comrade Walter Scott, Acting
Sergeant of Arms - Thanks
Comrades.
We were also honored to have
as guests, Comrade Bill Fleet,
President of Branch 447,
Corunna; Comrade Art Hodgson,
Secretary Branch 116, Strathroy;
Branch 540's First President and
our Padre, Comrade Percy
Vahey.
We were escpecially pleased to
welcome Lion Gord Brooks,
president of the Lucan Lions and
his lovely lady. We also
