If he releases part of his market quota and if his market, and subsidy quotas are for the same amount, he must release the same amount of subsidy quota as of market quota. If his market quota is larger than his subsidy quota, he may release the difference in market quota without also releasing any subsidy quota. However, if, in this case,he also elects to release some subsidy quota, he must release the same amount of the two quotas. If he releases his entire market quota, he must also release his entire subsidy quota. In transfers of part quotas, the minimum amount which will be transferred between producers is 420 pounds of butterfat, or 12,000 pounds of milk. Dairy day Plans are well underway for the 1971 Dairy Day for Western Ontario dairy farmers. The program will be held on Tuesday June 1 at Centralia College of Agricultural Technology, Huron Park, Ontario, Dairy Day is a project of the Western Ontario Dairy Com- mittee - an organization of representatives from 9 Western Ontario county milk committees, the Ontario Milk Commission and the Ontario Department of Agriculture and Food. Dairying is an important farm operation in the area served by the dairy committee. Almost 30 percent of the province's dairy cows are found in the 9 counties of Bruce, Huron, Perth, Lambton, Middlesex, Oxford, Essex, Kent and Elgin. Over 400 dairy far- mers attended the 1970 program. At the annual meeting of the Western Ontario Dairy Com- mittee held in London on Thur- sday, April 8, 1971, the 1971 executive was elected. The unanimous decision to support was made by the OFA board of directors at their meeting in Toronto last week. The am9ndment will allow marketing boards to seize and detain, during investigation, a regulated farm product being marketed in a manner contrary to the regulations of a marketing plan, The Farm Products Marketing Act is enabling legislation only, so this authority will be used only by a marketing board which needs it - those boards which don't want or need the authority won't use it. Mr. Hill said, "When Ontario marketing boards begin operations, they use a minimum of authority, trying to achieve orderly marketing by agreement and co-operation. Usually most of the trade co-operates but, oc- casionally, a few 'sharpies' use illegal means to avoid paying their share of the costs or to escape the price-setting mechanism, "When this occurs," he con- tinued, "regulations must be imposed on all the trade to control the actions of an un- scrupulous few. "No doubt there will be cries of protest from some who have been operating illegally," Mr. Hill predicted, "but we should remember only those who are breaking the rules have anything to fear." Rabbit club plans meet The Organizational Meeting of the South Huron 4-H Rabbitt Club will take place in the South Huron High School in Exeter, Room 116 Friday at 8:00 p.m. Club members must be boys and girls who are at least 11 years of age by January 1st, 1971, and who will not have reached their 21st birthday by December 31 of the current year. Topics in which the club leaders plan to teach the mem- bers include; The rabbitry and its equipment, breeds of rabbits, feeds and feeding, breeding of rabbits, care of the litter, han- dling, preparation for market and diseases. Besides learning the proper methods of care for rabbits, the members will take care of and keep records on their own project. The project will include 1 buck and 2 does; both the buck and does should be 3-4 months old and weigh approximately 6-7 lbs. each, your project definitely will be a meat rabbit project, the buck and does must be of the same breed, and the approximate cost of the buck and does together should be $20.00 At the organization meeting the leaders will explain more specifically what the project will involve. Food branch plans forum The home economics branch of the Ontario Department of Agriculture and Food is holding a food forum "Never a Dull Meal" on Thursday, April 22 at 8:00 p.m. in the Clinton High School. Miss Catherine Hunt, Home Economist for Huron County, and two other home economists from Toronto will be, demonstrating various casserole dishes. There is no admission charge and everyone is welcome. This applies at present to Quebec and Ontario. The standard procedure in the past has been that if a producer who holds a subsidy quota is going out of dairying, his quota may be transferred to the person who acquires his dairy herd. Under the new arrangement in New position for TV man The General Manager of the Ontario Federation of Agriculture, Jack Hale, has announced the appointment of Les Armstrong, of Wingham as director of individual service members project planning. In his new capacity, Mr. Armstrong will be acting in close liaison with John Stafford president of the Huron county Federation of Agriculture in the development of programs for individual service members. Mr. Armstrong has also been appointed secretary-manager of The Commodities Council of Ontario. No stranger to the agricultural scene, Mr. Armstrong brings a wealth of knowledge and ex- perience to his new position. For the past four years he has been director of farm broadcasting for CKNX Radio and Television, Wingham. Prior to that, Mr. Armstrong was engaged in Hog Farming. He will assume his new position April 19th. A producer may not acquire additional subsidy quota under this arrangement to bring his total subsidy quota to more than 24,500 pounds of butterfat, or 700,000 pounds milk. While market quotas are ad- ministered by provincial Boards, and subsidy quotas by the Can- dian Dairy Commission, to simplify matters for producers there will be one application form for transfers of both market and subsidy quotas. The forms may be secured from the regional offices of the provincial Boards, The new arrangement came into effect in Ontario and Quebec on April 8. In those provinces applications for subsidy quota reallocations with the purchase of herds will not be accepted for transactions taking place after April 30. For illustration purposes, following are examples of the way the new arrangement will operate. 1, Producer A has a market quota and subsidy quota both for -200,000 pounds milk (7,000 pounds B.F.). If he releases any part of his market quota to Producer B he must also release the same amount of subsidy quota to Producer B. 2. Producer A has a market quota of 300,000 pounds milk (10,500 pounds B.F.) and a subsidy quota of 200,000 pounds milk (7,000 pounds B.F.). He may release 100,000 pounds of market quota (3,500 pounds B.F.) to Producer B without also releasing any subsidy quota. If he releases any subsidy quota he must release the same amount of subsidy quota as market quota. 3. Regardless of the amount of market quota and subsidy' quota held by Producer A, if he releases all of his market quota to Producer B he must also release all of his subsidy quota.
