Directors of the Huron County
Federation of Agriculture
reacted bitterly Thursday night
to the news that Huron County
Council had refused to support a
resolution from Perth County
calling for legislation to stop the
importation of "cheap beef"
from Australia and New
Zealand.
But it wasn't so much the
failure to approve the resolution
that had the members of the farm
group angry, but the remarks
made by some councillors in
turning the resolution down.
Heaviest criticism came to a

of Morris Township who claimed
importing and exporting was a
two-way street, He was quoted in
newspaper accounts of the
council session as saying 40
percent of the hogs produced in
Canada were exported.
Jack Stafford, president of the
federation said he had seen the
quote in the paper and hoped it
was a misprint. He said the figure
should have'been more like four
percent. Other speakers were
equally appalled by the figure
and the implications they felt it
would have on the general public.

over the remark of Tuckersmith
reeve Elgin Thompson who had
said, "We've never had it so
good."

Two new classifications have
been provided for eligibility as
recipients of a Capital Grant for
Ontario farmers, The first of
these is Farm vacation hosting.
It has been demonstrated that
many urban persons are anxious
to spend vacations on farms. This
is a potentially important source
of new farm income, In an effort
to encourage and enable farm
owners to engage in the farm-
vacations business, capital
grants will be made available
under ARDA for the provision of
certain facilities necessary to
bring the farm home up to a
suitable standard for these
purposes.
These facilities, now eligible
for capital grants, include
plumbing installations, electrical
wiring, structural renovations,
and the provision of fire exits. It
must be demonstrated that
present facilities inadequate.
The husband-wife team must
have attended a training course,
or be considered capable of
hosting vacationers, and have
made a long-term commitment to
the program. The family must
also agree to maintain accurate
records from this venture.
Grants for this purpose shall be
on the basis of 40 percent of the
cost of the facilities, to a
maximum of $1,500 per family. It
should be pointed out here that
this is a special research project
of our ARDA branch.
The second of the new
classifications is a program to
assist in the removal of diseased
and dead elm trees. For some
years Ontario has assisted
municipalities in the work of
removing trees suffering from
dutch elm disease,and we are
currently involved in anextensive
seasonal employment program
along our major traffic arteries.
This extension of the program
will extend the same kind it did
to farmers,
Under this section of the
program farmers will receive $5
per tree to a maximum grant of
$500 per farmer. To qualify the
farmer must apply to the
operation of the farm, the part-
nership or corporation will now
be eligible for double the grant
available to a single individual, in
other words, $6,000,
Whereas in the past capital
grants have been based on
varying percentages of the costs
of the works provided, as of April
1, 1971, all grants will be based on
40 percent of the cost,
The farmer himself decided
whether he will use all of his
Capital Grant allotment for a
single project, or if he wishes to
spread it out over the several
classes of projects available for
grant purposes. However, any
individual is limited to $ 1,500 on
the projects assisted by ARDA,
for example, field enlargement,
farm water supply, and orchard
removal.
A number of additional items
are included in the classification
"Farm Drainage and Farm
Structure," effective April 1,
1971. These include maple syrup
structures; fixed equipment,
such as piping, plumbing,
stabling, pumping equipment,
bulk milk tanks, permanently
installed live stock scales; fixed
equipment that is part of a
manure storage or waste disposal
system; electrical wiring and
natural gas installations other
than for farm dwellings; bridges
and culverts.
The "Field enlargement and
farm water supply" section of the
program, which has been
provided under ARDA, has also
been amended and expanded.
The uniform 40 percent cost
figure will apply on all of these
projects in the future.
Field enlargement through
fencerow removal has been
expanded to include the removal
of old orchards, but it does not
include land clearing.
The farm pond section of this
program has been expanded to
include the cost of piping,
plumbing and pumping equip-
ment as an allowable expense.
The farm wells section has also
been expanded to include as an
allowable expense the provision
of piping, plumbing, pumping
equipment and, where necessary,
electrical wiring to service these
Expansion of the capital grants
program available to Ontario
farmers was announced last
Week in the Legislature by
Agriculture Minister William A.
Stewart.
The capital grants program
was introduced in 1967 as a 12-
year program to assist com-
mercial farm operators in
Ontario to finance the farm
improvements necessary to
lower their production costs and
improve income.
The capital grants program is
available to all farmers in
Ontario, including fur farmers,
who are able to meet the
minimum rule of eligibility,
which is an annual income from
his farm operation of $3,000. If the
farm is leased the owner may
apply for a grant if the tenant can
demonstrate an annual $3,000
farm income. Farmers who lease
their land from ARDA are also
eligible.
Grants have been available for
a number of capital works such
as farm structures, drainage,
farm water supplies and field
enlargement through fencerow
removal. Until now the
maximum grant that any farmer
could receive was $2,500 for any
project or combination of
projects. The maximum amount
of the grants is being increased,
and the range of capital works
eligible for assistance will be
expanded,
Specifically the changes in the
program are as follows:
The maximum amount
available to any one farmer
under the program has been
increased from $2,500 to $3,000
and all grants paid to farmers
since the program was initiated
in 1967 will be included in this
calculation.
There is however, one major
change respecting these
maximum grants. We recognize
that more and more farm
families are consolidating their
holdings, entering into part-
nerships and incorporated farm
businesses.
Therefore, when two or more
persons form a partnership or
incorporated farm business, and
are each actively engaged in the
Local 317 of the National
Farmers Union held their annual
meeting at the Zurich Com-
munity Centre, Friday evening.
The meeting began with about
150 guests and members present
to enjoy a turkey supper.
The guest speaker was Dr,
Finlay G. Stewart, St. Andrews'
Presbyterian Church Kitchener.
Dr. Stewart gave some very
interesting and amusing com-
ments on some of his past ex-
periences. The theme of his
speech was "The Scoundrels of
Our Society Who Hide Behind the
Bill of Rights.
The chairman of the meeting

Director of the N.F.U. outlined
the accomplishments of Local
317 during the past year.
He stressed the importance of
choosing responsible leadership
in their election of officers which
was to follow,

Drop in interest
for farm loans
• A small decrease in
interest rates to farmers on
Farm Credit Corporation loans
was announced recently* by
Agriculture Minister H.A. (Bud)
Olson.
The new rate, now in effect and
until September 30, 1971, will be
72/4 percent per annum on long-
term mortgage loans under the
Farm Credit Act, a drop of 3/4
percent from the rate used in the
previous six months.
Under the Farm Syndicates
Credit Act the new rate is seven
percent, a decrease of one per-
cent from the previous rate.
Where a farmer already has a
loan under the Farm Credit Act
and this loan is being con-
solidated with a new loan, a
composite interest rate will be
used.

Ontario farmers will continue to

ment of Agriculture and Food.
Application forms are available
from county and district offices
and assistance will be rendered
to the applicant by staff.
Agricultural engineers will 'b
available to advise on the best
facilities and the proper in-
stallation procedures.
When the work is completed
and the necessary receipts and
receipted invoices have been
assembled, our staff in the county
and district offices will proceed
to inspect the work. Every far-
mer who seeks to participate in
this Capital Grants program is
urged to consult with our ex-
tension staff and our engineers
before the work is begun. In this
way we can ensure that the
greatest benefit of the farmer can
accrue from the program, and
the applications can be processed
quickly and accurately.
