Cheques have already been sent to more than 230,000 people: and many will soon receive additional assistance. Paying taxes is tough for everyone. But some people have a particularly difficult time. Like the elderly. They are hard-pressed by rising property taxes. To help lighten their load, the Government has introduced a new plan..lt is called 1970 Tax Assistance for the Elderly. The plan will pay out up to $100 to help elderly people — those who receive the Federal Guaranteed Income Supplement—to help pay their property taxes, or rent. President John Laporte, secretary Maxine Miller and executive members Paul Steckle, Lloyd Willert, Richard Ayotte, Gerald Regier and Joseph Miller were in attendance to hear addresses from president Roy Atkinson and vice-president Walter Miller, Delegates were unanimous in approving plans to implement withholding action. to give farmers collective bargaining power in the sale of farm produce and decided milk should be used as a lever in the event of any such action, President Roy Atkinson said the resolution gave a clear indication of the mood of the delegates, but he would not speculate on when or if any such action would be instigated. The motion on the withholding action came as a surprise and was ruled out of Order by the chair, but angry challenges from the convention floor soon reversed that decision. Earlier a policy paper was approved calling for institution of collective bargaining to arrive at prices paid producers for grains and oil seeds consumed domestically. The resolution said producer collective bargaining programs "are viewed as the method by which the best price can be gained for domestically -con - sumed grain and oil seeds." All grains and oil seeds should be "committed" to the ,union, which would become "the sole negotiating agent" in establishing domestic prices, the paper says. At the same time, however, the policy paper adopted calls for increased authority for the Canadian wheat board for marketing grains abroad. The paper says export of all grains, including feed grains, flax, rye and rapeseed should become the responsibility of the board, and the board should also have the power to regulate the import of grains under its jurisdiction. The convention also called for continuation of the wheat board policy of announcing each year, in advance, the level of quotas which will be accepted from producers. However, elevators should accept only those deliveries needed to meet domestic and export sales, and if by the end of a crop year the announced quotas have not been reached, the balance should be accepted by the board, and kept in sealed bins. Delegates also approved a policy paper on fruits and vegetables, calling for "more stringent and rapid research on the danger of chemicals" and a prohibition on the import of fruits and 'vegetables which have been subjected to pesticides prohibited in Canada. Speaking to the opening session, Mr. Atkinson said the next year will be crucial to the union and the future of farming in this country. DASHWOOD Phone 237-3381 or 237-3422 The Huron County Federation of Agriculture passed several important resolutions at the annual meeting held in Londesboro, Wednesday. More than 200 Huron farmers attended the meeting and solidly supported a resolution that will ask County Council to change its policy of retiring employees at the age of 65: The resolution will ask especially that the age limit, ,mainly affecting part-time librarians be rescinded. ' At the same time the county library board will be asked to reconsider plans to close libraries in smaller communities. These libraries, delegates said, are a big asset to farm families they serve. A surprise was the election of Mrs. John (Betty) Stafford, the president's wife, as a director-at-large, along with Bruce Shapton of RR 1, Exeter, and Russell Kernighan of RR 4, Goderich. The lone female candidate received the largest number of votes from the floor. Only individual service delegates were allowed to vote for the three senior officers. Directors will be elected at the January meeting. Programs set for U of Guelph Three different programs are planned for the first week in January 1971 at the Ontario Agricultural College, University of Guelph. The three-day ference, Changing Concepts in Agriculture and Food, is scheduled, January 4, 5 and 6. Future food markets, changing market requirements, the impact of imports, pollution and pesticides are among the topics that will be covered. Details of the conference can be obtained from Dr. W. S. Young, Coordinator for Agricultural Extension, Ontario Agricultural College, University of Guelph; telephone 824-4120 (local 3933). The Vegetable and Fruit Fieldmen's Short Course will be . given January 5, 6 and 7 in the Horticultural Science Building. Included in this course is the annual Ontario Food Processors' Fieldmen's Conference. 'Speakers will provide up-to-date information on total production systems for processing crops in Ontario. The Ontario Department of Health and the Ontario Food Processing Association will conduct a Pesticides Short Course on January 5, in War Memorial Hall. Spray equipment, spray calendars, application and drift of insecticides, and other related areas will be discussed. Another approved resolution suggested that livestock and crop producers notify the federation's office at Clinton when surpluses occur. This would allow the federation to inform consumers and urge them to use more locally-grown produce at such times. John Stafford of RR 1, Wroxeter was re-elected federation president by acclamation, along with first vice-president Mason Bailey of RR 3, Blyth. Dashwood area farmer Case Van Raay was elected second vice-president over six other contestants. The three successful directors-at-large were elected from 14 who qualified from a total of 51 nominated. Guelph lawyer Donald G. M. Coxe said the Canadian Federation of Agriculture's brief opposing sections of the federal government's white paper on taxation had met with 50 per cent success. He suggested this was a fr.vorable response to reconsideration of changes in the proposed tax legislation which had been sought by the Canadian federation mainly aimed at assuring the financial survival of small-farm operators. The annual Members of Parliament dinner will be held, December 29 in Clinton. This final get-together of the year is restricted to directors of commodity groups and executive members of the Federation of Agriculture.
