"Farmers by withholding their education taxes dramatically told the government of their hard-pressed situation — a situation in which farmers pay 12 percent of their net incomes in the form of property taxes, whereas others pay only 4,5 percent — and the government responded by granting farmers a 25 percent rebate on their property taxes." A poll by mail of all O.N.A. members found that a conclusive majority were prepared to accept the property tax rebate as the first step towards a solution of the education tax problem. Said Mr. Hill, "Our members have given us a clear directive on this issue. They want us to reduce the intensity of our tax withholding campaign for the present. But at the same time, they want us to press government for action on our demands for a system of education taxation based on ability to pay, rather than property. "Further, they demand that the government implement the recommendations of the Committee on Assessment and Taxation so that those farmers in high land areas adjacent to expanding urban centres are not penalized for their location. "Our members await a statement from government on its plans to remove all education taxes from all property. And if government doesn't show a willingness to change, our members will resort to more direct action again." Apply early for import Agriculture Minister H. A. (Bud) Olson has announced that, in order to ensure consideration, requests for permits for the 1 9 71- 7 2 European cattle importation should be filed with the Department not later than December 31, 1970. Requests to import cattle in 1971.72 should be filed with the Veterinary Director General, Canada Department of Agriculture, Ottawa, from whom application forms can be obtained. Applicants should specify the breed, number of animals desired and country of origin of the cattle. Following receipt of these application forms, prospective importers will be asked to support their request for a permit by submitting to the Department a statement outlining their proposed breeding program. Cattle will undergo tests and quarantine on either of the two maximum quarantine stations, one at Grosse Ile, Quebec, and the other on the Island of St. Pierre. Providing favorable health conditions continue, the 1971.72 importations call for one group to arrive at Grosse Ile in October, 1971, another group to arrive at St. Pierre in November, 1971 and a third group to arrive at the St. Pierre Station in May, 1972. The disabled worker needs your goodwill Whether you're an em- ployer or a fellow worker, give him a chance to show what he can do. It's a man's abilities that count, not his disabilities. Prevention is better than compensation Most important of all, we need everybody to join us in our effort to reduce on-the-job accidents. Accident hazards will always exist; the way to avoid them is to work defensively. Our job Our job is to see that you get all the benefits of the Workmen's Com- pensation Act. This Act is financed by assessments on employers, and offers protection in the case of on-the-job accidents to more than two million men and women working in Ontario.
