Littering Town of Exeter
Some of you may have read the last edition of
The Exeter Times Advocate regarding council's
request that the Police crack down on the littering
of the streets within the Town of Exeter.
I am sure that some of the parents and even
some of the children are not completely aware of
the laws concerning the littering of highways and
streets within the Town limits, or for that matter,
within the Province of Ontario.
First of all, I am sure that the majority of people
have seen the government's short documentary on
the television, notifying people of the seriousness
of air pollution and littering the streets, highways,
and yards in their respective communities. It is said
that if the present conditions prevail, eventually
refuse will be strewn about the countryside and
destroy the beauty of the land. I think it is up to
each individual to keep this in mind and try to put
forth a little effort and use the refuse containers
supplied by the community. At the present time
the Town of Exeter has about six refuse containers
situated at various locations in Town.
I would like to quote the By-law of the Town of
Exeter regarding littering.
BY-LAW NO.15
NO PERSON SHALL THROW, PLACE, DEPOSIT
OR OTHERWISE CAUSE TO APPEAR ON A
HIGHWAY WITHIN THE CORPORATION, ANY
DIRT, FILTH, GLASS, HAND BILLS, PAPER,
OR OTHER RUBBISH OR REFUSE, OR
CARCASS OF ANY ANIMAL, WITHIN THE
TOWN LIMITS.
This by-law was passed in the year 1957 by the
Town council in office at that time.
A penalty for the first offence would be a $10
fine, and penalty for each subsequent offence is a
$25 fine.
Therefore in brief, if the above by-law was
strictly enforced, all persons throwing cigarette
packages, gum wrappers, lunch bags, pop bottles,
and any other type of refuse, anywhere within the
Town limits is guilty of an offence and a charge
could be laid and a fine irnPosed.
I am sure that the Town council does not want
to proceed with a strict enforcement of this
by-law, but the council requests help from all
persons, from the youngest to the oldest, to keep
the Town of Exeter neat and tidy, a Town you will
be proud -to live in.
After reading this article, I am sure the-public of
the Town will- realize that it is much cagier to
obtain litter bags for motor vehicles and place litter
in containers supplied. It would be embarrassing
for all concerned if some person came out of a
local store and threw a cigarette wrapper on the
sidewalk, and then was approached by a police
officer and given a ticket for littering and fined
$10.
I might add that under Section 98 of the
Highway Traffic Act the same conditions are In
existence, concerning the littering of any highway
or street. However, in the case of this Act, the fine
is much more and can be as much as $200,*
depending on the circumstances.
Therefore, as you can see, if By-law No. 15 is
not sufficient and does not fit the circumstances,
the Police could charge a person under section 98
of the Highway Traffic Act, where fines to the
offender range from $5. to $200.
If the littering of the streets continue, then your
local police officers will have no alternative but to
commence laying charges against offenders.
As Chief of Police for the Town of Exeter, I am
sure that officers involved have more serious
offences pending.
In conclusion I would ask all the town's people,
adults and children, to keep this matter in mind:
IF THE PUBLIC CO-OPERATE IN THE
LITTER CAMPAIGN, I SEE NO NEED FOR THE
PROPOSED CRACKDOWN ON OFFENDERS.

sedan. Engine displacement: 140 cubic inches; horse-
power: 90 SAE gross, 80 SAE net. Seating Capacity:
four adults. Turning circle: 33 feet, curb to curb.
What it all adds up to is a lot of little car.

Vega turned out so well that we couldn't turn
out just one. So we made four: a sporty little hatch-
back coupe shown open and closed in the foreground
below; the sedan, on the right; the Kammback wagon,
on the left; and the little panel express truck, in
the rear.

Last Tuesday nearly forty
members of the 4-1-1 Club
enjoyed a nature walk in the
Devil's Elbow area, with a visit
to the beaver dam. Leaders who
accompanied them were Mrs,
Cliff Kenney, Elva Finkbeiner,
Mrs. Don Davey, Dianne
Shapton, Mrs. Harold Fahner
and Mrs. Robert Crawford. After
the walk Mrs. Ed, Hendrick and
Mrs. Earl Haist, representing the
Women's Institute, served lunch
'in the Community Hall.
ATTEND WEDDING
Mr. and Mrs. Ross Krueger
were in Forest, Saturday, guests
at the wedding of Karen
Falconer and Tom Merner. Tom
was their foster son several years
ago. The bride is the daughter of
Rev. and Mrs. Charles Falconer.
Mr. Falconer is the minister of
the Presbyterian church where
the ceremony was performed.

Hodge and her family were with
Mrs. McLeod for the occasion.

(formerly Florence Braun) of
Caseville, Michigan, called on
relatives and friends, Saturday,
Miss Gertruce Beaver,
Detroit, spent the weekend in
Crediton.
