Members of the tour included industrial development officers of several banks, railways and service companies engaged in aiding. companies seeking industrial and commercial sites. Phillips said his reaction to Exeter's complaint about not being included on the tour "is to say congratulations for being a wide-awake town council that has demonstrated their keen initiative in being really interested in taking advantage of an opportunity to promote their community". He went on to explain most of the men from Toronto had to arise at 5:00 a.m. to start the trip, and by missing Exeter, they were able to get an hour's rest before having dinner in Goderich. Phillips said the bus tour was a resounding success and he enclosed several letters from those on the tour who indicated they were pleased to have the opportunity to get a first-hand look at this part of Ontario.
