'Times-Advocate, :July 2, Ina PAO.. /3 Harness races set for Clinton The Clinton Kinsmen Club will be sponsoring harness races in Clinton this summer. The Club, whose creed is "Serving the Community's Greatest Need", has developed the Raceway into the largest fund _raising project in its 18-year history. The Clinton Kinsmen have invested several thousand dollars to make CLINTON KINSMEN RACEWAY one of the finest in Ontario. The facilities are modern and designed to assure an efficient operation to accommodate horsemen and the public. A new pari-mutuel building 50' by 60' has been erected. It will be equipped with twenty electric tote machines. There will be twenty sellers' windows and fourteen ceshier windows to assure no waiting in lineups. Ted Williams, mutuel manager has had three years experience in Goderich and two years in Hanover. A new secretary's office, judges' stand and paddock have also been erected. The modern new tote board is large and easy to see from the grandstand and the mutuel building. There are also three new barns with stable space for up to ninety horses, A new refreshment booth has also been set up and it will provide excellent food. It will be operated by the Clinton Kinette Club. A children's playground containing a supervised swimming pool is adjacent to the Raceway and will provide an excellent opportunity to make the races a family outing. TOMMY WEBSTER Retires following lengthy service Lieutenant Colonel Webster, a thirty-year veteran of the Canadian Armed Forces, retires from active service this week. He joined the RCAF in 1940, remustered to aircrew in 1942, and graduated as a pilot. He instructed .in the British Commonwealth Air Training Plan throughout Canada and was an Examining Officer at Centralia before being posted Overseas for flying duties in 1945. After the War LCol Webster served in various staff and flying positions. He was the Chief Instructor of the School of Flying Control when it moved from Centralia to Grand Bend in 1950. He was Squadron Commander of 440 All Weather Fighter Squadron at Bagotville, Quebec, one of the first squadrons to fly the Canadian-built CF100. He was Chief Operations Officer at the big St. Hubert Air Defence Base before being appointed an Inspector of Accidents on Jet' fighter aircraft in the Directorate of Flight Safety, Headquarters, Ottawa. Later he was named Commanding Officer of a radar and warning station at Stoney Mountain in Northern Alberta. Before coming to Toronto as Base Personnel and Administration Officer, he served as Assistant Command Director and Chief of the Exercise and Training Branch at the Combat Operations Centre Headquarters, North American Air Defence Command, in Colorado Springs, Colorado. LCol Webster is a brother to Donald G. Webster, of Webster Signs, Exeter. LCol and Mrs. Webster will settle in Southcott Pines, Grand Bend, Ontario. Apprenticeship training — the classroom theory and practical laboratory training required in apprenticeships. Agency co-operation —studies offered in co-operation with other agencies which result in certification by both the agency and the College. General interest — courses designed to meet the particular needs of any group of people. Post-secondary — full-time programs of one, two or three years duration in the areas of Applied Arts, Business, Communications-Design, and Technology. These courses are available on a part-time certificate basis. Mr. Milton will be pleased to discuss these plans with any interested person. "In developing these programs," Mr. Milton said, "we'll be calling not only on the College, but on the many excellent resource persons who live in Huron County." The following data might give some perspective to the size of the operation: property value, $28,000,000 approx.; total number of schools, 39; annual budget (1970) $10,212,628 approx.; annual salaries (1970) $5,772,860 approx.; annual purchases, $1,250,000 approx.; number of teachers, 622; number of non-teachers, 178. "Functions carried out: accounting, municipal education tax determination; general legislative grant and subsidy determination; budgeting; cash and banking; purchasing; school bus transportation administration; building maintenance; insurance administration; payroll; personnel records; union relations; salary negotiations; and cafeteria service!! 4 purchases of goods and services In 1969 was in excess of $1,000,000.00, this is an attractive target to shoot for. "Optimum Use of Money: When this Board took over the books of the previous boards, it was not unusual to find large dollar balances sitting idle in board current accounts, while in other instances large interest payments were being made on bank borrowing. Today, by forecasting cash requirements and expediting income receipts from provincial grants, billings to other school boards, etc. we are able to keep our bank borrowings to the minimum. "Building Maintenance: Another area where a significant long range contribution to reduce costs is being made, is in the co-ordination and planning of building maintenance. The report entitled "Comparative Cost of Business Operation" was prepared by Roy 0. Dunlop, superintendent of business affairs. "Much has been said about the spiralling cost of education, particularly since the county boards came into being on January 1, 1969. With respect to the business side of the Huron County Board of Education's operation, the costs have not gone up, but rather have been significantly reduced. "For example: "Total Cost of Salaries. In 1968 (the last pre county board year) the total cost of salaris i.e. parttime secretary-treasurers, full time business administrators, trustees' honoraria, etc. over the whole of Huron County totalled $1'33,819.00. "If there had been no change in the system, and former employees had been granted a minimum increase in 1969 and 1970 of five percent annually (the approximate general increase in the cost of goods and services), present annual salary cost would be $147,534.00. "The present annual salary of all members of the business operation of the Huron County Board, including Trustees' honoraria, is $128,080.00. "That is $19,454.00 less than the former system — a 13,2 decrease. "Insurance: The annual cost of insurance coverage prior to the county board system was $40,099.00. As a result of tendering the total requirements and increasing the amount of coverage, the annual premium is $22,631.00. This is a reduction of $17,468.00 — a 43.5 percent decrease. "Fuel: The tendering of fuel contracts for all our schools has produced savingsranging froml.1 percent to 27.5 percent over prices paid by individual boards. "School Supplies: While we have only barely started on the tendering of school supplies, the results have been most encouraging. Savings in excess of50 percent on some items have been recorded, and from a preliminary look it does not seem unreasonable to anticipate at least a 15.20 percent saving over all. With the appointment of Ross Milton as administrator, the various plans for financing training and study are now more practical than ever for the county. Citizens, employers, associations officers, and developers who wish to avail themselves of training programs should contact Mr. Milton at the College Information Centre in Seaforth. The College now offers education under the following plans. Canada Manpower Training Program under which unemployed persons can be designated by Canada Manpower Centres to receive training and allowances, Ontario Referral Program for employed persons who wish to take C.M.T.P. courses on a subsidized fee paying basis. Training in business and industry — special bourses for employees, usually on the employer's premises with costs shared by employer, employee and the College. Management and supervisory development — series of case study seminars often on employer's premises.
