Bishop names Parkhill rector Rt, Rev. G.N. Luxbart, Bishop of Huron, has announced that Rev. Reginald Grant Jackson has been appointed rector of St. James' Church, Parkhill; Trinity Church, Ailsa Craig, and St, Mary's Church, Brinsley. He is now the incumbent of the parish of St. George's, Thorndale, with St. Luke's, Crumlin, and Grace Church, West Nissouri. Mr, Jackson is well known in this parish having at one time been the rector at Ailsa Craig, Brinsley and Christ Church, McGillivray. He is a native of England and came to Canada and the Diocese of Huron in 1954 when his first parish was Trinity Church, Durham. Mr. Jackson succeeds Rev. Fred Q. James who is leaving the diocese to do post-graduate work at Richmond, Virginia. Mr. and Mrs. James and family will be moving to the States during the summer months and Mr. and Mrs. Jackson will move to Parkhill when he takes charge of the parish September 1. By MRS. Or it could develop a system under the OWRC scheme which would build and finance the plant and sell it to the municipality over the period of 30 years. However, he recommended the Provincial program which finances, builds and operates the system and sells the service to the municipality. He then outlined the steps that would have to be taken before a sewage system could be installed. This would include filling out an application, hiring an engineer to prepare a design report, and a site hearing. After the meeting Chairman of the Planning Committee, Harold Knight told the T.A. he was somewhat discouraged with the reports of the various representatives. "However, it was good to have an exchange of ideas and perhaps they aimed us in the right direction. It looks like we'll have to start over again, but this time at the County level." Water Resources Commission told the meeting before a development plan could be approved additional wells would have to be drilled. "This does not cause much of a problem," he stated, "but you would also have to have a communal sewage system installed." Since a 1965 survey of Hensall showed the storm sewers were carrying some pollution it is to be expected that before too long the village will have to have a sewage system designed, he said. The problem is that since Hensall does not have access to a receiving stream which flows year round it would have to have facilities to store and treat sewage which could be discharged at adequate levels so as not to kill the streams. Protecting the receiving waters could be a limiting factor in the growth of this municipality," said Mr. Van Fleet. I HUNTLEY'S DRUG STORE it EXETER 235-1070 Hensall's Planning and Industrial Development Committee and the Village Council met with representatives from the Ontario Department of Municipal Affairs, the Ontario Water Resources Commission, and the Community Planning Branch of the Ontario Government, Monday night, to discuss the feasibility of the village's future growth and how this might be accommodated. Hensall is in the unique position of providing a high amount of employment for persons who do not live in the municipality. With the $992,000 expansion planned by the Boise Cascade Home and Land Limited, 161 more people are expected to be employed within five years. The Planning Committee have, for several weeks, been looking into the possibilities of annexing more property or amalgamating with adjoining municipalities to attain land for sub-dividing into building lots. This would seem to be more difficult than it might appear. Miss Jennifer Daryl of the Community Planning Branch asked the group, "Have you assessed the implications of increased population?" and "Is increased population what the village needs and should have?" She pointed out a growth in residents would involve the Department of Health, School boards, Department of Highways and the Police Department. Miss Daryl went on to say that the County of Huron has already a development plan in the making for the County and she felt the department would be reluctant to define other subsidiary plans within the County, such as the proposed one for Hensall. "I think you are putting the cart before the horse," she stated. "I suggest you go to the County Planning Board and Klein feldt Associates to get their feelings on this." G.
