The Corporation of the Township of Stephen
Crediton, Ontario.
Gentlemen:
I have audited the accounts and records of the Township of
Stephen for the year ended December 31, 1969 and have
prepared therefrom the statements listed in the index
accompanying this report.
OPERATIONS
The operations of the year resulted in a surplus of
$17,921.43 to which was added the 1968 surplus of $11,589.18
bringing the surplus at December 31, 1969 to $29,508.61.
The operations of the other local boards were as follows:

GENERAL
The revenue fund bank loans are in excess of the amount
authorized by section 329 (2) of the Municipal Act for the
following reasons.
(1) Bank loans to finance municipal drains and tile drain
loans have been deposited into the revenue fund bank
account.
(2) Payments made on behalf of municipal drains and tile
drain loans have been made from the revenue fund bank
account.
(3) The result is that funds which should ordinarily be used
to finance the current expenditures of the municipality
are being locked into accounts receivable which should
be financed through capital borrowing.
(4) It is suggested that these types of expenditures be
financed as capital loans and capital fund receivables. If
this procedure had been followed in 1969 the Township
would not have exceeded its authority to borrow,
AUDITOR'S OPINION
Subject to the qualifications concerning
(1) Revenue fund bank loans.
I hereby report that in my opinion
1. The financial transactions which have come under notice have
been within the powers of the municipality.
2. The audit has been conducted in accordance with the
instructions of the Department of Municipal Affairs.
3. The financial statements present fairly the financial position
of the municipality as at December 31, 1969 and the results of
its operations for the year ended on that date.

Richardson, a solo.

Mrs. Hamilton Hodgins,

been ill for several weeks is

for the business when final plans
were made for the father and
son banquet, March 17, The
speaker will be Rev, G, E. Elliott
of Lambeth.
Lunch was served by Mrs.
Allan Parker, Mrs. Everard Miller
and Mrs, Lloyd Walper.
SPEAKS AT LIONS CLUB
Mr. and Mrs. Andrew
Antippas and Mark spent a week
with Mrs. Antippas' parents, Mr.
& Mm Win. Blewett and family
on their way to Washington after
returning from Saigon and
Bangkok.
While he was here Mr.
Antippas was guest speaker at
the Lions Club. He spoke on
conditions in Vietnam.
4-H ELECT OFFICERS
The Grand Bend 4-H "Sour
Grapes" met at the home of Mrs.
Allan Parker for their first
meeting. The following slate was
selected: president, Donna
Couckuyt; secretary, Harriet
Vandenbygart; treasurer, Jane
Kelders; press, Debbie Love.
The leaders are Mrs. Robert
Jennison and Mrs. Allan Parker.

Elizabeth Kennedy who is a
pupil of Miss Idella Gabel passed
her Grade 2 Theory with 97
percent.

their daughter, Mrs. Carl Vanner

charter bus trip to Kitchener
sponsored by Dashwood WI. The
ladies toured through Weston's
Bakery and Schneider's meat
plant.

their wives from Thames Road
and Elimville attended a Lenten
Service at the manse last Sunday
evening when Rev. Hugh Wilson,
Exeter was the speaker.
Sunday evening the elders
and their wives are invited to
attend a service when Rev, Thos.
Elliott, Kirkton will be the guest
speaker.
EXPLORERS
The Explorer Group had their
party at the church Saturday
afternoon when slides on
different Indian Reserves were
shown. Mrs. Donald Bray and
Miss Ava Elford were in charge.

Women of the district
celebrated World Day of Prayer
in Zion United Church, Friday
afternoon. The program was
under the direction of Mrs. Bob
Reid, with Mrs. Alvin
Finkbeiner, Mrs. Nelson
Lamport and Miss Ella Morlock
assisting. Mrs. Douglas Galloway
sang and Mrs. Cliff Kenney and
Mrs. William Hodge took up the
offering.
The guest speaker, Mrs. Art
Whilsmith of Exeter, was
introduced by Mrs. Ed.
Finkbeiner. Mrs. Whilsmith
spoke on the need of courage to
make Christianity work. "Do
we", she asked "have the
courage to admit that the church
is failing and that we are to
blame for the failure'?"
Following the meeting the
regular business session of the
UCW was held with the
president, Mrs. Ed Finkbeiner, in
charge. Mrs, Ed Lamport was
appointed to the Missionary
Committee. Steps were taken to
have the Sunday School piano
repaired.
PERSONALS
Mr. & Mrs. Lorne Hodge are
holidaying in Florida. Mrs.
Gallup of Kirkton, mother of
Mrs. Hodge, is caring for the
home until their return.
During Saturday night's
storm a vehicle ran into the
cemetery entrance, destroying
some of the brick pillars and
Easter". Mrs. Philip Johns gave a
very interesting message.
UCW
The March meeting of the
United Church Women was held
Thursday evening with Mrs.
William Rohde as hostess.
Mrs. Barry Miller, program
convener, was in charge of the
meeting which opened with a
poem. Mrs. Reg Hodgert read
the scripture.
The topic "From War to
World Order" was given by Mrs.
Mac Hodgert. Readings were
given by Mrs. George Kellett.
Mrs. Earl Rock sang a solo
and Mrs. Barry Miller and Mrs.
Rock sang a duet accompanied
by Mrs. Reg Hodgert.
Mrs. Stewart Miner
conducted Bible Study.
Mrs. Floyd Stewart,
president, conducted the
business. The final plans were
made for the bus trip to Toronto
on April 3, when the members
tour the clothing depot, United
Church Publishing House, and
the Fred Victor Mission. They
are taking a bale to Toronto on
the bus trip and clothing is being
ironwork. The beautiful gateway
was dedicated in 1927 in
celebration of the Diamond
Jubilee of Canada's
Confederation.
Mrs. Lloyd • Gaiser has
returned home from Victoria
Hospital.
Sunday Mr. Fred Tilley,
Seaforth, took Mr. & Mrs. Alf
Tilley to Lambeth to visit with
Mr. & Mrs. Harry Crocker.
Mrs. Elmer Lawson was taken
by ambulance Sunday to South
Huron Hospital.
Mr. & Mrs. Dave McLarty,
Watford, spent Sunday with Miss
Laura Mathers.
Miss Gertrude Beaver of
Detroit, in Crediton for the
funeral service of Mrs. Sam
Lamport Friday afternoon,
spent Saturday with relatives
here.
Tommy Silverthorne and
friend of London and Mr. & Mrs.
Lloyd Hey attended the
Minnesota — Maple Leaf hockey
game in Toronto, Saturday.

patient for the past six weeks.

Mrs, Lloyd Jaques attended a
bridal shower Saturday for

Toronto.
Mrs. Arthur Hopkin is a
patient in Stratford General
Hospital and Miss Ada Hopkin a
patient in St. Marys Memorial
flospital.

among the members of the St.
Marys Horticultural Society who
travelled by bus to Toronto
Saturday to attend the Spring
Plower Show at O'Keefe Centre.
