(1) Bank loans to finance municipal drains and tile drain loans have been deposited into the revenue fund bank account. (2) Payments made on behalf of municipal drains and tile drain loans have been made from the revenue fund bank account. (3) The result is that funds which should ordinarily be used to finance the current expenditures of the municipality are being locked into accounts receivable which should be financed through capital borrowing. (4) It is suggested that these types of expenditures be financed as capital loans and capital fund receivables. If this procedure had been followed in 1969 the Township would not have exceeded its authority to borrow, AUDITOR'S OPINION Subject to the qualifications concerning (1) Revenue fund bank loans. I hereby report that in my opinion 1. The financial transactions which have come under notice have been within the powers of the municipality. 2. The audit has been conducted in accordance with the instructions of the Department of Municipal Affairs. 3. The financial statements present fairly the financial position of the municipality as at December 31, 1969 and the results of its operations for the year ended on that date. A. M.
