More than 5,000 persons
attended Sunday's featnre
attraction of the three-day
winter carnival at Seaforth.
More than 100 snowmobiles
were entered in races .and in
precision and acrobatic driving
with only six horses and three
ponies competing in the cutter
races.
Wayne Prance of Exeter
excelled in two events, finishing
first in the obstacle and western
pickup races and placing a close
Second in an egg relay race using
the snow machines.
In addition to 15 different
classes in racing events, the large
crowd saw a performance by a
snowmobile daredevil racing
team from Toronto.
The three-day carnival that

Dublin as Queen was sponsored
by the Seaforth Optimist club.
Gordon Hulley is the president.
The log-sawing contest was

their tax billing system.
It was learned that an average
municipality billing twice a year
could expect to pay $500 or
more for the IBM service.
IBM is capable of producing
about 1800 tax bills per hour.
The mailing and handling would
be accomplished at the
municipal level.

Exeter Hardware Merchant
Someone has said, "Hope for
the best, prepare for the wcrst".
Your success will be
determined by the amount of
time and effort you spend to
achieve your goal. We all want
the best, and if wishes came
true, we would all enjoy this
state of blessedness.
Unfortunately., in business and
in any other undertaking,
wishing doesn't make it so.
There are many hurdles to jump,
bridges to cross, and decisions to
make. These are the ever present
challenges that face us all every
day.
So the first challenge of the
70's is that of facing each day,
and accomplishing the tasks that
it holds for us. Every new day is
peculiar, in that it can be a step
ahead, or a step backward,
depending upon how we meet
the challenge it holds. If we fail
to fully live the day successfully,
surely we can gain satisfaction in
having done our best. We learn
from our experiences or failures
how to better deal with
problems and situations
to-morrow.
Secondly, the challenge of
the 70's will be the time-worn
opportunity to serve our fellow
man. Success for ourselves
cannot be achieved without
involving the people with whom
we live and work, the people
with whom we do business. The
stature of a man is not how tall
he reaches, but how low he
bends to help his neighbour.
Surely, if we are to gain any
self-satisfaction from our
labours, we must face up to our
responsibilities as citizens of the
community.
Here is a challenge as big as
the world, for our community is
no longer bordered by the
confines of the town limits or
the county lines.
As we walk down the street
the world of humanity passes.
Each individual presents a
challenge. Do we offer a cheery
smile, a word of greeting? Do we
take a sincere interest in the
HAROLD GUNN
welfare of others? Do we face up
to the trust placed in us to come
through when the need arises?
These are simple examples, but
difficult for many of us to face.
Thirdly, the challenge to be
honest with ourselves and those
with whom we deal. In a world
where values are changing
rapidly, where emphasis is
switching from 'what can I do'
to 'what can I get', we are going
to find a conflict within us to
make what we feel is the honest
and upright decision, and the
courage to stick with it. To be
fair to ourselves and those who
look to us for leadership and
service, we must be constant and
ready to face the world with
clear conscience and humility.
Lastly, a challenge of the 70's
will be to evaluate every new
idea or program, and endeavour
to determine its value to our
success, and the benefit to
others. Surely, many of us in the
retail business world are
concerned with the challenges of
the 70's, such as longer hours of
operation per week, i.e. Sunday
store openings, greater credit
buying, i.e. credit card
purchases, higher costs of
operation, i.e. the spiralling
cost-of-living for ourselves and
our employees, the changing
pattern of living brought about
by more leisure time due to an
increasing mechanized world.
These, and many other
forseeable challenges, together
with the unforeseeable
challenges, will have to be faced
by all of us.
However, if we look to the
70's with some of the thoughts
that this article has attempted to
express, it shouldn't be the
`worst', but very likely an
interesting and pleasant journey
for us all. Our success and
happiness will not be built on
wishes, but upon well planned
and executed actions to benefit
ourselves and the community in
which we live.
Insurance
rates jump
Car insurance rates are up.
That's the word from two local
insurance dealers. However,
neither would quote any specific
increase.
One said he felt premiums
would rise about the same in this
territory as was reported for the
London area in the Free Press
last week — from 12% to 25%.
The other dealer stated, in his
opinion, the general rate increase
would be around 10%.
Since there are 14
classifications and five types of
coverage it makes for 72
combinations to be worked out
on eight different groupings of
automobiles. Hence, it is
impossible to quote specifics.
The hardest hit is the young
single man who drives a high
powered car.
There is one bright spot for
young drivers, however. If they
have passed an approved driver
training course they will be
allowed a 20% credit.
Meanwhile, in Ottawa,
Consumer Affairs Minister Ron
Basford told the Commons the
proposed increase in automobile
insurance rates is getting "very
urgent examination".

Since most municipal
councils in Huron County
preseintly collect their taxes once
annually, it was decided at
Huron County council's January
session that it would impose
hardship on most councils if
they had to collect taxes on a
quarterly basis as suggested in
Bill 240 of the Secondary
Schools and Boards of
Education Amendment Act.
Council also agreed to send a
letter to the Huron County
Board of Education asking them
to accept payment of taxes
twice annually, at the end of
June and at the end of
December.
Clerk John G. Berry told
council the school board had
already indicated they will

25 percent of the tax money
payable at the end of March,

respectively.
