Farmers Union Will Be Guest Speaker
A special meeting of local 206 Zurich will be held Thursday,
January 29th, 1970, at 8:30 p.m, in the Town Hall, Zurich. Mr.
Walter Miller, Vice-President, National Farmers Union, will be guest
speaker.
During the past few weeks a large number of new members have
joined the NFU in this area, and it was felt advisable to select a
pro-tern board until the local can receive its N.F.U. charter,
hopefully in the near future.
There has been several rumours circulating recently among them
that the N.F.U. does not represent the Ontario farmer. This meeting
will provide farmers in this area en opportunity to hear first hand
the N.F.U. objectives, and how it can be made to work very
effectively.
We hope you will attend and bring your neighbours.

Corporation should
• wholesale machinery

The Ontario Federation of
Agriculture believes that the
government should establish
crown corporation immediately
to wholesale farm machinery in
Ontario.
This will mean the complete
replacement of the present farm
Machinery franchise dealership
system. The OFA leader explains
that this system forces the
individual machinery dealer to
do business with only one major
manufacturing company, on that
company's terms-
Mr. Hill emphasizes that the
individual farm machinery dealer
is in a very weak bargaining
position in any attempt to
reduce the cost of machinery to
farmers. Manufacturing
companies can and do threaten
independent-thinking dealers
with loss of franchise and
eventual bankruptcy.
The OFA President makes it
clear that the individual farm
machinery dealer has generally
served the farmer very well. He
states that the dealer is a source
of information and service, as
well as being a selling agent.
"Farmers need good dealers,"
he asserts. "And good dealers
deserve a decent income and
return on their investment, just
as farmers deserve a better
income for their products and
resources."
Mr. Hill points out that
neither bankrupt farm
machinery dealers nor bankrupt
farmers will help the farming
industry as a whole.

took out membership in several
approved associations including
the Ontario Good Roads
Association and the Canadian
Good Roads Association; agreed
to an increase in fees for auditor

Waterloo and the University of
Western Ontario.

Negotiations are continuing
with the International Union of
Operating Engineers for a new
contract. The present contract
expired Dec. 31, 1969. The
committee has offered a seven
percent increase to the Union
but to date it has not been
accepted.
Clerk John Berry reported a
small surplus at the end of 1969
amounting to $150,096.
Huron County Council
learned Thursday afternoon that
Miss Carolyn Croke, former
Huron County librarian, has
forwarded a refund for monies
paid to her beyond December 5,
1969.
Miss Croke left the county's
employ on that date and
accepted work in London
although she had given illness as
the reason for her resignation
here, There was some opposition
registered in council during the
November session that Miss
Croke should not be paid to the
end of the year even though it
was county policy to do so when
illness was the cause of
departure, especially since it was
known the former librarian was
employed elsewhere.
Total operating expenses for
Huronview during 1969 were
$771,027,27 with Huron's share
being $77,084.55, $1,815.45
less that the budget forecast.
Employee salaries and fringe
benefits continue to rise and
account for over 70 percent of
the total expenditure. As of
December 31, 1969, the staff
consisted of 117 full-time
Continue tax reduction
program for this year
taxpayer will lose more than $5
in the rebate as compared to
1969. Similarly, it has been
decided to place a ceiling of $15
on the amount of the increase in
tax reduction payable to any
taxpayer.
Home-owners who make
regular payments for taxes to
their mortgage holder will, as, in
prior years, have these paymeets
adjusted to give effect to the tax
reduction.
Tenants will continue to
receive their reductions from
their landlords. Landlords must
pass the reductions on to tenants
on or before December 31,
1970. Tenants who move in or
out of an apartment during the
year will receive a proportionate
amount of the reduction based
upon the length of tenancy.
Under the new system the
rebate in 1970 cannot be less
than $5 below the 1969 figure
allowed nor more than $15 more
and may not exceed one-half of
the total taxes.
In Exeter in 1969, the
residential tax rebate was $63.88
and according to figures released
by the Municipal Affairs
Department under the new
scheme it would have been
$58.88
Stephen township's average
reduction last year was $42.81
and under the new system would
have been $55.85,
Similarily iin Hensall, the
figure would be up from $43.58
to $45.36.
Beef-men visit
district farms
Top beef-producing farms
were visited Thursday by 145
men attending the Huron
County Beef Improvement
Association's annual meeting.
After visiting the farms of
Jack Bell and Jim McGregor,
both of Kippen, Harry Hayter,
Dashwood; and Bill Rowcliffe,
Hensall, color slides of the
farms' operations were shown,
Norman Bird of Stratford,
agriculture department
engineering specialist,
commented on the value of the
farms' modernized methods of
feeding cattle and of storing
silage.
During the meeting, a
committee was named to
for mutate resolutions for
approval prior to their
presentation at the Ontario Beef
Improvement Association in
Toronto in mid-February,
Eric Anderson of Londesboro
was elected association
president, succeeding Carman
Craig of Blyth. Also elected were
48 directors.
Other officers: vice-president,

secretary-treasurer, Stan
Paquette, Goderich, the county's
agriculture department associate
representative.
SHUR•GAIN Farm books
are ready
The Ontario Government
recently announced the
continuation of its Residential
Property Tax Reduction
Program.
Municipal Affairs Minister
Darcy McKeough said:
"Although there have been a few
problem areas, the program has
worked well since it was
introduced in 1968. Research
shows that, in the present
circumstances, this program is
the most effective way available
to the Government for directly
relieving the burden of property
taxes on homeowners and
tenants in the Province."
Ta proVide more equitable
assistance, particularly to
residents of municipalities where
the average tax burden is
highest, the method of
calculating the amount of the
reduction has been changed. In
future, the tax reduction will be
calculated by using a simple two
part formula. For 1970, the tax
reduction will be a standard sum
of $30 plus 10% of the average
residential tax paid by
householders in that
municipality in 1969.
Mr. McKeough said the basic
sum of $30 represents a standard
contribution by the Government
towards the cost of all municipal
services while the 10% of the
average taxes paid gives a greater
relief to the residents of
municipalities with relatively
high tax rates.
"The majority of taxpayers
will receive a greater benefit in
1970 than they did in 1969.
However, there will be some
taxpayers whose tax reduction
in 1969 was considerably more
than the rebate due in 1970
under the new formula," he said.
"In order to avoid an undue
reduction in the amount of the
payment, it is proposed that no

wishing to obtain Ontario farm
record books are advised they
are now available and may be
picked up at the Times Advocate
Office.
At the same time, two other
publications, "1970 Field Crop
Recommendations" and a
"Guide to Chemical Weed
Control" are available.

manufacturers show they will
not take action on, or even
admit to, the serious price
difference situation which exists.
Adds. Mr. Hill: "If
niannfaeturers give a clear
indication that they are prepared
to don up this intolerable
situation themselves, a different
attitude will be possible from
the OFA."
He sees the crown
corporation offering all dealers
any make of machinery- that
farmers wish to purchase. Ainy.
manufacturer wishing to sell
machinery in Ontario would
have to sell through the
corporation.
The OFA President also
emphasizes that the system
under the crown corporation
should be more efficient than
present distribution systems
which are used by
manufacturers.
He states that many farmers
have been served very poorly to
date due to slow delivery,
backorder delays, and short
business hours during busy
periods,
He stresses that the
corporation should import
machinery from any country in
the world having prices which
will save money for Ontario
farmers.
This week, OFA and Ontario
Farm Machinery Agency
officials have been meeting with
officials from Czechoslavakia
concerning possible importation
of Zetor tractors.
Orders for machinery are still
being sent to Great Britain for
buying farmers in Ontario.
Rabies tests
are higher
Although the total
investigation of suspected rabies
cases in Huron County in 1969
was the highest in many years,
the results showed three fewer
positive tests than in the
previous year.
A report released by W. J.
Thompson, the sub-district
veterinarian for the Canada
Department of Agriculture at
Seaforth shows 318
investigations in 1969 compared
to only 258 in 1968.
The positive results were 89
last year as compared to 92 a
year earlier.
In domestic animals, cattle
led the list showing positive test
with 28 while eight cats and
three each of dogs and horses
were listed.
The wild life field was led by
foxes with 34 having rabies and
12 skunks, Included in the wild
animal lists that were
investigated were bats, ground
hogs, moles, mice, muskrats,
porcupines, rabbits, raccoons,
rats, squirrels and weasles.
Dr. Thompson warns that
rabies continue to be a hazard to
both the human and domestic
animal population in the
district.
Incidents suspected of rabies
in wild or domestic animals
should be immediately reported
to the Canada Department of
Agriculture, Health of Animals
Branch serving the • area
concerned.
