TOWNSHIP OF BIDDULPH
BY-LAW NO. 21, 1969
A By-law to raise $300,000.00
to aid in the construction of
tile, stone or timber drains.
The Council of the Township
of Biddulph, pursuant to The
Tile Drainage Act, enacts as
follows:
1. The Reeve may from time
to time, subject to the provi-
sions of this by-law, borrow on
the credit of the corporation
of the Municipality such sum
not exceeding in the whole
$300,000.00, as may be deter-
mined by the Council, and may
in manner hereinafter provided,
issue debentures of the cor-
poration in such sums as the
Council may deem proper for
the amount so borrowed, with
coupons attached as provided
in Section 4 of the Act.
2. Subject to Section 10 of
The Tile Drainage Act, when
the Council is of opinion that
the application of any person
to borrow money for the pur-
pose of constructing a tile,
stone or timber drain should
be granted in whole or in part,
the Council may, by resolution,
direct the Reeve to issue de-
bentures as aforesaid and to
borrow a sum not exceeding
the amount applied for, and
may lend the same to the ap-
plicant on the completion of
the drainage works.
3. A special annual rate shall
be imposed, levied and col-
lected over and above all other
rates upon the land in respect
of which the money is bor-
rowed, sufficient for the pay-
ment of the principal and in-
terest as provided by the Act.

WHALEN
Joseph Ernest Bryan of
Granton passed away on
Thursday, January 15 in the
Memorial Hospital, St. Marys, in
his 65th year. Mr. Bryan had
been a hospital patient for a
week, but had been in failing
health for the past few years. He
was the second surviving son of
William D. and Selina V.
(Beatson) Bryan and was a
lifelong resident of the Granton
district.
He is survived by his wife, the
former Alice Jones; two
daughters, Lois (Mrs. Lorne
Ford) of Lahr, Germany and
Leone (Mrs. Jack Riddell),
Exeter and seven grandchildren;
three brothers, James, RR 6 St.
Marys; John, RR 1 Granton;
Claire, RR 3 Granton and a
sister Muriel (Mrs. Clarence
Lewis) of Granton. A sister, Jean
(Mrs. Frank Nichol) predeceased
him in 1966.
The deceased was a member
of the Granton United Church
and was an original member of
both the Upper Thames and
Ausable Conservation Authority,
and had served on both
executives for a number of
years.
In the political field, he had
served on the Biddulph Council
as councillor and reeve, and had
just recently been elected to the
village council for a second term.
Mr. Bryan had been a former
member of the Blanshard
Municipal Telephone
Commission for five years.
In a fraternal capacity, he was
a member of the Canadian Order
of Foresters, and a 32nd Degree
Mason of the Granton Lodge
No. 483 AF & AM, having also
served as a District Deputy
Grand Master; as well he was a
member of the London Lodge of
Perfection, the London Chapter
Rose Croix, and the Moore
Sovereign Consistory of
Hamilton.
•The deceased rested at the C.
Haskett and Son Funeral Home,
Lucan, where a Masonic Service
was held on Friday evening at 9
p.m. and funeral services were
held on' Saturday at 2 p.m.

Whalen community pleasantly
surprised and shivareed Mr. and
Mrs. McLeod Mills, Friday
evening at their home on the
occasion of their 25th wedding
anniversary. The evening was
spent playing euchre and Mr.
and Mrs. Mills were presented
with an occasional chair.
On Saturday evening the Mills
were entertained by their son
Ray at a family dinner at the
Dufferin Hotel, Centralia. Guests

During the refreshments Mrs.
Worthington had the meeting
taped and surprised the ladies by
playing it back to them.

Institute met Wednesday
afternoon at the home of Mrs.
R. B. Worthington.
In the absence of the
president, Mrs. Roy
Cunningham, who is in Victoria
Hospital, the meeting was
presided over by vice president,
Mrs. Charlie Coughlin. Roll call
was answered with "Something
needed in the community."
Mrs. Harold Hardy and
daughter Carolyn Hardy will
assist the 4-H girls leaders' club
project, Cereal Shelf. A donation
will be given to the Macdonald
Institute expansion fund.
Mrs. David Kestle attended
the Middlesex Farm Safety
Annual Rally in the County

topic using an M & M film
entitled "Bread, Laughter arid
Dignity," showing the work
being done around the world by
the United Church of Canada.
While the work being done, is
tremendous, it still falls far
short. We are low in sending aid.
Our assistance should be in a
form which would also give
dignity and honour to those who
receive it, and money is not
always the greatest heed,

The Annual Meeting of St.
Andrew's United Church was
held Sunday, January 11 in the
church. Rev. Stuart opened the
meeting with prayer, minutes
were read and adopted.
Financial reports of Sunday
School, Youth groups, Session,
Stewards, UCW, .M & M, Special
Fund, Trustee Fund, Senior
Choir and Bible Society were
given.
Keith Lovell, David Cooper,
David Turner and Bill Coleman
were elected to the Board of
Stewards; Wm. Bell and Duncan
Cooper were re-elected as
auditors for 1970.
The minister expressed
appreciation to the choir,
session, stewards, leaders of the
UCW, Sunday School
Superintendent, teachers,
auditors, clerk and to the
organists Mrs. Gerald Moffatt,
Mrs. David Cooper, Mrs, Harold
Jones and Kenneth Jones who
supplied during the illness of the
organist Miss Jean Ivison.
