Concerned over welfare costs and administration, Councillor Helen Jermyn this week proposed Exeter council find out some of the advantages or disadvantages experienced by areas where regional or eounty welfare units have been established. She had prepared a letter to send to various areas in Ontario to find out if the regional setup was better than local welfare administration. However, she was advised that county council had already authorized such an investigation. While she still favored. Exeter getting some first hand information she agreed to drop her proposal if in fact county council was investigating the pros and cons. At the meeting, council did authorize the clerk to ask welfare officials to investigate three local cases in which members had some doubt if the recipients were deserving of the assistance they are receiving. * * One of the first "good words" on regional government was expressed at the Exeter council table this week. They came from Councillor Ross Taylor, who had attended last weeks' MODA conference with Councillor Helen Jermyn. Taylor said he was impressed with the concept of regional government and urged council members to start thinking about the situation so they could present their ideas on regional rule before they were in fact told what to do about it. Mrs. Jermyn reported the two local delegates had heard 21 speakers at the event. She said she was impressed with the slowness of regional government, voicing approval of a comment by the Hon. C. S. MacNaughton that it was a very important matter and had to be developed slowly and carefully. She echoed Taylor's words that council members should be thinking about regional government. "It's our own fault if we don't do our own thinking," she said. * * * Mayor Delbridge reported that the planning board would be meeting soon to discuss the part lot control bylaw that has been urged by former planning board members in the past. Several members of council expressed doubts on the benefit of such a bylaw. Mayor .Delbridge questioned if it would in fact create more harm than good, * * A committee appointed to make the final inspection on the Main St. reconstruction reported three jobs not completed as yet. These included changing the entrance at the home of Mrs. Frank Taylor, repairing a hole in front of the bowling greens and a dip in the road caused by settling in the area north of the Presbyterian Church. Engineer B. M. Ross will be advised that as soon as these areas are repaired, council will release the final payment to the contractor. Ross had written council recently and suggested all the work had been completed satisfactorily and the final payment should be made. Seal campaign off to good start E.E. Walker, Wingham, reported at the Huron-Perth TB Association meeting in Seaforth this week that $12,882.75 had been received to date by the Association in the Christmas Seal Campaign — a good start for the committed programme of $35,000. Mr. Walker also reported that Memorial Gifts had been received recently and these gifts are very much appreciated by the Association. Rev. Garbutt Smith of Stratford reported for the Education Committee. A Nurses Institute on Respiratory Disease will be held for the area in the new Regional School of Nursing in Stratford. Representatives from all areas of nursing are expected to attend. Rev. Smith also reported on the successful educational Open House at the Association's office several weeks ago. Routine reports were given by Mrs. Kae McDonnell, Ki n k ora, Rehabilitation and Social Service and Ivan Forsyth, RR 2 Kippen, Case Finding. Mr. Forsyth also reported on a recent conference on programme in London.
