at county council but has
decided to throw his hat in the
warden's ring this fall.
After three years on county
council ? Westcott is now serving

committee. He has served on

1962.
He and his wife have three
children, all girls.

Wednesday morning he has had
no official word from A. D.
Smith although there have been
rumors that the Turnberry reeve
will be a candidate this year.

Delegates to the annual fall
conference of district 7 of the
Ontario Municipal Electrical
Association at the Exeter Legion
Hall, Wednesday heard that the
impending regional government
system is not expected to have
any immediate effect on local
Public Utilities Commissions.
R.J. Boyer, vice-chairman of
the Hydro Electric Power
Commission said, "In specific
proposals for regional
governments made thus far,
municipal hydro utilities have
been left out. In fact, Mr.
McKeough the Minister
responsible for implementing
regional government policy has
stated the government is not yet
prepared to make any
recommendations as to the form
Hydro should take."
Continuing Mr. Boyer said,
"in regional government review
for the Muskoka district, for
example, it was recommended
that existing PUC's be continued
until the most desirable future
arrangement for the services
they now perform has been
determined through discussions
between PUC's Ontario Hydro
and the proposed Regional
Council."
Following are further
comments made by Mr. Boyer
during his Exeter address:
The OMEA has already been
invited by the government to
study electrical distribution
under a regional administration.
At its annual meeting earlier this
year the association announced
that, in concert with the local
utility commissions in affected
areas, it would work to reach an
accord with Ontario Hydro so
to London after spending the
past three weeks with her sister,
Miss Bernie Madden.

that the OMEA could'
recommend to the Minister of
Municipal Affairs what it
considers to be a workable plan
for the distribution* of electric
service within a regional form of
government.
. On it part, Ontario Hydro
has established a task group to
undertake a comprehensive
study of all aspects of the
distribution of electricity in the
province. For the past several
months this group has been
engaged in detailed study of
government proposals for
regional government with the
purpose of determining how the
utilities and Ontario Hydro
might best fit into the plans.
Of vital interest on the local
basis is the possible re-location
of staff in larger organizational
units. What provisions will be
made to preserve seniority,
status, and other job
considerations?
By excluding Hydro from
regional government proposals
to this point, the government
has made it quite clear that it
recognizes that answers are
needed to these and other
questions before any definitive
policy can be formulated. It has
also made it clear that it looks to
people actively involved with the
present Hydro system to provide
the answers.
A similar pattern was evident
in legislation creating the new.
Niagara Regional Government in
the Lincoln-Welland area. This
legislation — which will come
into effect January 1, 1970 —
calls for PUC's to continue in
the same form through 1970.
All commissioners and
ex-officio members of
commissions will continue to
hold office until January 1,
1971. In other words, no
substantive change is
contemplated for Hydro, at least
for an interim period while the
best arrangement for the region
is being determined.
This does not mean, of
course, that municipal utilities
will be totally excluded from the
regional government program. It
is inevitable that we will see
some changes in the municipal
distribution system. It does
mean, however, that the
government recognizes the
special characteristics of the
municipal utility enterprise and
is prepared to deal with it apart
from other boards and
commissions.

a skit. Hugh Davis, manager of
the Exeter PUG was in charge of
arrangements for the day's
festivities.
Shipka party
for couple
About 60 friends, neighbors
and relatives gathered at Shipka
Community Centre, Wednesday
evening to honor Mr. and Mrs.
Doug Russell who were recently
married.
The evening was spent playing
progressive euchre. Winners were
ladies' high, Mrs. H. Finkbeiner;
ladies' low, Mrs. Bob Adams;
men's high, Harvey Ratz; men's
low, Tom Russell; most lone
hands, Bill Ratz.
An address was read to the
young couple by Mrs. Jerry
Arnold and they were presented
with a pair of dresser lamps.

LIQUOR CHARGES
William Ross Bell, Exeter,
charged with causing a
disturbance in front of the
Dufferin House in Centralia,
pleaded guilty and paid a fine of
$27.80. Bell had been sitting in
the beverage room with some
others when a brawl began.
Fighting continued on the street
in front of the establishment.
John Lawson, Exeter, pleaded
guilty to having liquor in his
possession while under the legal

Neil Witmer, Goderich, passed
away Sunday at Alexandra
Hospital in Goderich.
He is survived by his wife, the
former Jean Homer, Goderich;
two children, Judith Marlene
RN, London and Robert Neil,
Tokyo, Japan; two brothers,
Garfield, London and Orville,
Listowel; four sisters, Mrs.
Wilfred (Adell) Jervis, Clinton;
Mrs. Leila _Wells, Galt; Mrs.

Zurich; and Mrs. William (Ruth)
Gibbons, Woodbridge.
Funeral service was from the
Stiles Funeral Home, Goderich,
Wednesday. Interment was in
Bronson Line Cemetery, Zurich.
MRS. TIMOTHY COLLINS
Mrs. Timothy Collins, 83,
passed away in Detroit Monday.
The deceased is a former
resident of Stephen Township.
EDGAR RUNDLE
Edgar Thomas Rundle,
London, passed away in St.
Joseph's Hospital, October 25.
He was 61 years old.
He is survived by his wife, the
former Lydia Sanderson; eight
children, all of London; and one
brother, Arthur Rundle, Exeter.
There are also 1'7 grandchildren
who survive.
Funeral service was Monday
from the Needham Memorial
Chapel with Very Rev. Kenneth
B. Keefe, St. Paul's Cathedral
officiating.
Interment was in Forest Lawn
Memorial Gardens.

The theft of some small tools
cost Bruce Merle Whitney,
Grand Bend, $60,
Whitney took the tools from
Frederick Hicks while Hicks was
putting gas in the Whitney car.
Whitney stated he had no
reason for taking the tools, later
found in the glove compartment
of his car.
He also paid a fine of $30 and
costs for failing to stop at a stop
sign in Zurich August 29. An
accident resulted in which the
damage was estimated at $400.
Mrs. Wes Revington, Mrs.
Torn Hepburn and Mrs. Norman
Hardy were among the large
crowd who attended the Annual
Bazaar at the McCormick Home
last Tuesday.
