Dear Editor:
I noted your remarks
concerning the disputed Keller
project on Hill street in the July
31, 1969 edition of the T.A.
May I express again the
Planning Board's position
regarding this project.
The Board received from
Council notice to consider the
matter. Included • in the
information we received was a
diagram showing the two units
now being erected plus two
additional two-storey units to
join the two now being erected.
The permit being requested
was for two units but the board
also considered the plan to add
two more units at a subsequent
date. We did not feel the lot was
suitable for two units and far
less so for 4 units.
With two units only I suppose
it could be considered a semi
detached unit with a 60'
frontage requirement. But the
lot is considerably less than 60
feet wide. However, if these are
considered as row houses the
frontage requirement is 80 feet
plus 20 feet for additional units.
If the unit is considered to be a
maisonette the requirement is
125'.
I will admit an error in
considering the unit as, a
Maisonette having checked the
nature of the design again.
Nevertheless, I suggest that 80
feet would be the minimum
requirement.
But, the board was not really
overly concerned with frontage
although it is a factor since the
lot in question is not even 60';
Our major concern was the
lack of rear yard since the
setback for rear yards is a
minimum of 25 feet we felt 4' or
5' was too far below the
minimum requirements.
Multi-family units with
inadequate yard areas do not
provide acceptable outdoor
living space and the Planning
Board feels that Council should
maintain the By-Law
requirements in this connection.
Generally speaking the
Planning Board feels that
Council should adhere to its own
by-laws.
In cases where Council wishes
to permit actions which are
contrary to the by-law proper
amending procedures should be
followed.

Judge Glenn Hays presided
over one of the longest court
sessions ever held in Exeter
when provincial court, criminal
division, sat Friday. At
adjournment about 7:10 p.m.
total fines amounted to
$1377,90,
More than one-tenth of this
amount was forfeited by an
Exeter youth, Douglas Robert
Taylor. Taylor tallied a total of
$158.40 in fines, $102.80 for
having liquor in his possession
July 6 while under the legal age
of 21 years; $42.80 for driving
93 miles per hour in a 60 mph
zone in Usborne Township on
the same date; and $12.80 for
travelling 40 mph in a 30 mph
zone in Exeter June 25.
The youth entered a guilty
plea on all counts. As well as the
financial penalty, Taylor's
license was suspended for 21
days,
Other fines issued to young
men under the age of 21 years
who were in possession of liquor
were: $72.80 to Donald Gary
Averill, Crediton, who was in
charge of a car in Stephen
Township July 12; $32.80 to
Jack Anderson, London, who
was a passenger in a car where
liquor was found; and $37.80 to
Lorne K. Mohring, London, who
had been drinking while a
passenger in a car.
Gary Robert Douglas,
California, was found in a car
August 2 near Dashwood in Hay
Township as he was thinking
liquor from a glass. Beer was
found in the trunk of the car.
His fine was $25.
SPEEDING TICKETS
A rash of speeding tickets
were paid in court by drivers
who failed to obey the posted
speed limits.
James Milton Hopper,
Seaforth, drove 76 mph in a 60
mph zone June 22 in Hay
Township and pleaded guilty
although he claimed his
speedometer was not registering

Funeral service for Bernice
Cooper Forrest, 59, Exeter, was
held Thursday from Caven
Presbyterian Church with Rev.
W.D.Jarvis in charge.
Pallbearers were Ross Riley,
Bill Blacker, Gord McNutt, Clark
Webster, Larry Dobson and Don
Forrest. Interment was in
Hensall Cemetery.
Hopper-Hockey Funeral Home
was in charge of arrangements.
Mr. Cooper, an employee of

died Monday, August 4 in a

About one month later, July 27,
he was found travelling 75 mph
in a 60 mph zone also in Hay
Township. His fine for the
second offence was $50 and
costs. Hopper also paid $16.50
for travelling 70 mph in a 60
mph zone in Hay Township.
A Pre-sentence report will be
prepared on Gary Hayter,
Lucan, who was clocked by the
Air Patrol travelling at 104 mph
in a 60 mph zone. The case was
adjourned until September 12.

CLARENCE "DUFF" MI LLS
Clarence "Duff" Mills of
Woodham died suddenly at his
home there Thursday, July 31 in
his 76th year.
He was a lifelong resident of
the community and a son of the
late Alonzo Mills and his wife
Mary Stevens.
Following his marriage to the
former Grace Youngson he
farmed for many years, a
breeder of standard bred horses,
a member of the Association and
of the Trotting Association. He
retired in 1963.
Mr. Mills is survived by his
wife; a son, Keith at home; and
two daughters, Mrs. Martin
(Donna) Van Arenthals, Lucan
and Mrs. Dennis (Doris)
Richardson, St. Marys; and three
grandchildren.
Funeral service was held in
the Lindsay Funeral Home, St.
Marys, August 4 with Rev. J.
King of the Woodham United
Church presiding.
Interment was made in
Kirkton Union Cemetery.

TRAFFIC MISHAPS
William Weston, Granton, was
fined $25 and costs for driving
carelessly on Thames Road West
July 18. Weston pleaded guilty
to the charge and said he had
dozed off just before his car ran
into a post. Only the Weston car
was involved in the accident.
Eldon G. Lannon, Stephen
Township, blamed his "heavy
foot" for fines totalling $53
levied against him for a June 22
mishap. Lannon made an
improper pass on Highway 4 in
Stephen Township while he was
driving at an excessive rate of
speed.
He paid $35 and costs for
passing to the right of another
car and $16.50 for speeding.
Neil Gordon Wright, 21,
Dashwood, told the court he had
never had a driver's license, the
reason he was unable to produce
a license when asked to by an
officer in Hay Township June
27. His fine was $7.80.
David Steckle, Hay
Township, paid a fine of $36.50
for making unnecessary noise in
Zurich July 7. Evidence showed
Steckle left skid marks 25 feet
long behind him.

Canadian Tire Store July 15 cost
James E. Randall, Parkhill,
$5,50, The incident happened at
12:45 a.m,
June Lucille Heywood,
Exeter, failed to yield the right
of way when coming from a
private driveway onto Highway
83 and paid $21,5Q for the
offence. The Heywood car
collided with another vehicle.
Air patrol spotted James
Allan Fraser, Southwold, on
Highway 4 June 22 when he
passed to the right of traffic. His
fine was $16.50,
PUBLIC MISCHIEF
Clair Burton Spicer,
Centralia, charged with public
mischief, heard a pre-sentence
report on himself which read
that the mischief was obviously
the result of heavy drinking over
which the defendant claimed he
had no control.
In handing down the
sentence, Judge Hays required
that Spicer agree to written
cognizance in the amount of
$500; to keep the peace for six
months; to totally abstain from
all alcoholic beverages including
beer and wine; and to accept
supervision of the probation
officer.
Failure to comply with these
regulations would mean sentence
on the charge of public nuisance.
David K. Fairfield, Sturgeon
Falls, was sent to jail for 10 days
after he stole a cheque from his
aunt, Mrs. Mary Fairfield,
Exeter, June 20. The cheque was
later found hidden, not cashed.
Fairfield also was charged
with trespassing in the
apartment of his sister, Peggy
Fairfield. Fairfield had had no
permission to stay in the
apartment on the night of
August 6 although he had stayed
there the previous night with his
sister's permission. He had
gained entrance through a
window. The .fine was $52 or
five days in jail.
Fairfield's companion,
Michael Chas. Barkley, Exeter,
was also charged with trespassing
on the property of Peggy
Fairfield. Barkley claimed he
had been given the impression
by Fairfield that it was all right
to be in the apartment.
The judge remanded Barkley
until September and suggested
'the two boys stay apart.

Exeter area musicians
take prizes at festival
Contestants from the Exeter
area fared quite well at the
recent Ontario Musical Festival
held at Windsor. Representatives
of the area are students of the
Academy of Musical Arts.
The teachers are Alfred
Aquilina, Don McAdam, Richard
Kettle and Dan McCabe.
in the accordion division
Vincent Glaab and David Rundle
each placed first in their division
with respective marks of 89 and
85. Susan Grigg and Patricia
Bender combined to first spot in
the accordion duet class with 86
points.
The Exeter accordion band
placed second and is comprised
of Susan Grigg, David Rundle,
Larry Gibson, Gary Gibson, Ihor
Orenchuck, Patricia Bender,
Vincent Glaab, Martha Erb,
Gary Struyf, Adrienne Van Raay
and Jim Kuracina.
In the steel guitar divisions
Ron Amerongen of Crediton
teamed with Herman Wilk of
Lucan to finish second in the
duet class, Kathy Hopps of
Lucan was second while Wayne
Gail of Strathroy and John
Smithers of Parkhill placed third
in their respective classes.
The local group comprising
Ron Amerongen, Marvin Erb,
Raye Jacobe, Danny Brintnell,
John Smithers and Wayne Gail
were first prize winners in the
kettle steel orkette event.
Don Kirk, Dixie Amerongen
and Doug Easton played with
the Sarnia Spanish band that
finished third with 74 points to
their credit.
Shirley Tremblay and Wayne
Gail finished first and third
respectively in the spanish guitar
class.
The festival that provides
competition for piano,
accordion, spanish and steel
guitar and concert bands will be
held in Ottawa in 1970.
