Pointing out that another area of particular concern to the government, were the problems of the agricultural community. Mr. Macdonald said some people who live in the city are inclined to think of agriculture as being a static activity, as an area in which there is very little change. But the fact of the matter is that there has been an enormous amount of change in Canadian agriculture since the War. Mr. Macdonald was introduced by A.Y. Donald S. Macdonald, president of the Queen's Privy Council and government leader in the Commons. Mr. Macdonald discussed activities of the government in the year which had elapsed since the election. The keynote of the government's plan and its performance in the past year had been preparation in terms of modifying the structure and procedures of government and preparation in studying the underlying policies that those structures.have to deal with. Among changes that have taken place have been in the Cabinet manner of carrying on business, in the organization of governmental departments and in the procedures and facilities of the House of Commons. "Most painful of all," he said, "Has been in the government's budget through which expenditures planned by departments in the past have had to be reduced or redirected in order to give freedom of action for the future." Mr. Macdonald went on to explain that what this means is that a number of heavy expenditure programs of long standing, such as the Municipal Winter Works program, were cut out because it was felt that the same funds could be used more effectively in other ways. Also high-cost capital programs such as the Queen Elizabeth Telescope in British Columbia, or the Prince Edward Island Causeway, had to be cut out simply because the government did not feel it had the capital at this time to go on with those programs. The government's purpose in trimming those expenditures has been two-fold. Firstly, to try and cut down the level of government expenditures generally so as to act as a check on inflation and, secondly, to give the government more financial 'elbow room to engage in the future in some of the new prograits such at the promiti for regional development which it was felt would be more effective in getting at the root causes of Canadian problems. MRS. ANNIE HUGHES Mrs. Annie Hughes, 64, Huron Park, passed away Sunday at South Huron Hospital. She was the widow of John Hughes and the mother of Howard and Peter Hughes, both of Huron Park. Funeral service will be in Liverpool, England, on arrival by air Thursday, July 3. Interment will be in Allarton Cemetery, Liverpool. The R. C. Dinney Funeral Home was in charge of the arrangements. HAROLD HERN Harold Mervin Hem, 62, Usborne Township, passed away Tuesday in St. Joseph's Hospital, London.. Survivors include his wife, the former Gladys Laurene Earl; two sons, Harry and Robert; his step-mother, Mrs. Ephriam Hem; two brothers, Ross and Morris; and two sisters, Mrs. Allan (Hazel) Westcott, and Mrs. Orville (Laurene) Snell, Grimsby; and five grandchildren. The body rested at the R. C. Dinney Funeral Home until Friday when the funeral service will be held in Zion United Church at 2:30 p.m. with Rev. Robert V. Wilson officiating. Interment will be in Zion Cemetery. E. G. (BUD) MacDONALD Elmer Gordon (Bud) MacDonald, Crediton, passed away very suddenly in Parkhill Monday in his 49th year. He is survived by his wife, the former Ethel May Waghorne; one son, Dennis; one stepson, David Cottel, Creditbn; two daughters, Mrs. Wayne (Sharon) Glanville and Donna, both of Crediton; his mother, Mrs. Norman MacDonald, Exeter; two brothers, Edward of Hensall and James of London; six sisters, Mrs. Donald (Florence) Mitton, London; Mrs. A. J. (Lillian) Woodcock, Petrolia; Miss Mary MacDonald, Exeter; Mrs. Lorne (Maxine) Lamont, Toronto; Mrs. Mervin (Lorene) Eagleson, Windsor; and Mrs. Mac (Winonna) McLeod, Trenton and three grandchildren. He was predeceased by his father and one brother. Funeral service is today (Thursday) at 2 p.m. in the Hopper-Hockey Funeral Home, Exeter with Rev. Douglas Warren officiating. Interment is in Exeter Cemetery. Pallbearers are Charles Stan Preszcator, Gordon Kenney, Thomas White, Joe White and Sam Lawson. MRS. THEO HEY Funeral service was held Saturday for Mrs. Theo Hey, 81, who passed away at the Blue Water Rest Home June 25. She was the widow of William Hey who died in March, 1969. Rev. H. Patzer, Monkton, conducted the service at the T. Miry Hoffman Funeral Horne. Interment was in Exeter Cemetery. Pallbearers were Vernon Schatz, Jim Fee, Harry Hartleib, Mervyn Tiernan, Milford Merner and J. Meerburg. MRS. ROSS McNICHOL Mrs. Viola Ethel McNichol, 49, of Hensall died in South Huron Hospital, Wednesday July 2, 1969. Born in 3eaforth, she is survived by her husband, W. J. Ross McNichol; three daughters, Mrs. Donald (Ruth Anne) Smale of Hensall, Mrs. Richard (Barbara) Kruse of Stratford and Janice at home; three sisters Mrs. Harold (Mary) Longman of Auburn, Mrs. Jack (Thelma) Burleigh of Seaforth and Mrs. Robert (Bernice) Norris of Staffa; also four grandchildren. Funeral service will be Friday, July 4 from R. S. Box Funeral Home, Seaforth, at 2:00 p.m. Interment in Maitland Bank Cemetery. Rev. Stuart will officiate. Tiffin, Wingham; Young Liberal representatives, Paul Steckle, Hensall. 5. r.M••0 •> secKSSS-x%c Radio "hams" in field day Despite windy weather conditions during most of Saturday, an amateur radio station set up on the farm of John Miner in Usborne Township was very successful in participating in an annual test sponsored by the American Radio Relay League. The station was manned by two operators, Ken Riggs VE. 3AVB of Huron Park and Dick Taylor, VE 3CPW of London. During a 24 hour period from 3 p.m. Saturday until 3 a.m. Sunday, the two operators made contact with 205 amateur operators from Newfoundland, Labrador, Texas, Florida, California, St. Pierre Michelon and most other Canadian provinces and closer points in the United States. The contest was designed to test emergency communications and encourage generator or battery powered stations. MOH warns rabies on rise Dr. G.P.A. Evans told Huron County Council Friday that incidents of rabies are on the rise in the county. For instance, in May 1968 there was one case of rabies in an animal positively identified. This year in May there were seven positive identifications. He urged that a stray dog bylaw be reviewed by council as an initial step toward curbing the incidence of rabies. Although it has been difficult for the Huron County Board of Health to find qualified dentists and technicians to work in the fields of preventative dentistry and sputum cytology in the county, Dr. Evans is hopeful these programs will get underway later this year. He termed as "unfortunate" a paper released by the tobacco producers defending their product. Dr. Evans stressed that on an average, persons who smoke two packs of cigarettes per day have a life expectancy of about eight years less than the non-smoker and the person who smokes less than half a pack each day can expect to die about four years sooner than the non-smoker. K. A. Childs, management engineer of the department of health was on hand to discuss proper disposal of garbage and to review upcoming legislation on the matter. He, said that modern disposable boxes, cans, bottles etc, were responsible for the enormous piles of garbage with which every municipality must deal annually.
