In speaking to the Western graduates, Mr. MacNaughton delivered a "think positive" address. He said despite what critics may say, Canada invests most of its funds in education, followed by social welfare, transportation, health and defence, in descending order. He went on to say, "We are expending a conscientious effort with monetary muscle to develop the potential of our nation." "The least we can say about this Canadian Society, even from such an elementary examination is that it makes sacrifices and practices self-denial to create a better world than it knows." Mr. MacNaughton conceded expenditures have failed to meet the neects , of all areas. "The _the between need and provision extends down the line of old and new priorities," he said. The country cannot, however, buy its way out of the frustration on a "credit card" operation. "The gap between our financial capacity and our national goals must be bridged with other resources," he said, "with imagination, ingenuity, confidence and determination. The complexities of social change require new approaches, new ideas, new techniques and new concepts."
