Farmers will get a chance to
decide whether they want.a new
general farm organization under
the provisions of a bill
introduced by Agriculture
Minister Stewart in the
legislature Monday.
The bill is two-fold, the
minister told the House,
providing, in the first instance,
for a secret ballot via an opinion
poll on the question.
If 60 per cent of the voting
farmers approve the proposal,
the second part of the bill
provide authority for a
founding convention and
subsequent continuity of
representation.
The opinion poll, Mr. Stewart
said, will be conducted this
summer under the supervision of
the department of agriculture —
providing there has been
petition from 15,000 Ontario
farmers requesting it.

The Ontario Department of
Agriculture and Food last week
announced a number of new
staff appointments in the
Extension Branch.
The appointments made by
Deputy Minister Everett Biggs,
effective over the next couple of
weeks are part of an expansion
of advisory services to be
provided by the Department.
Two of the appointments are
for Huron County. Gary Howes,
a 1969 graduate of the
Kemptville College of
Agricultural Technology replaces
Dave Ingles in the extension
department at Clinton.
Ingles, who served about
three years in Huron is leaving

The bill seeks to establish
financial stability through a
form of check-off on farm
products marketed in the
province, the minister said.
Mr. Stewart said the
check-off would mean a
maximum amount of two-tenths
of one cent on every dollar of
total sales of a product.
"If this means of financing
the organization is approved in
operation in Bruce County near
Walkerton.

Huron's Agricultural

Monday he expected both men

later this week to assume their
new duties.

the opinion poll, the
organization will receive its
funds through compulsory levies
assessed against the commodity
boards and associations that are
defined in the act."
But Mr, Stewart also said
there would be a number of
alternatives, involving the basic
structure of the organization,
method of financing and
membership open to voters at
the time a poll is taken.
Under pointed questioning by
NDP leader Donaltd MacDonald,
the minister conceded that, in
the final analysis, he would have
the final say op what goes on the
ballot.
He emphasized there would
be no final decision on the
wording until everyone had a
chance to have their say.
However, the Ontario General
Farm Organization Campaign
Committee said Monday the
debate over what type of
questions will be on the
proposed June ballot has been
settled. A committee statement
said questions to be asked were
decided following a meeting
with Mr. Stewart last Thursday.
The committee said farmers
will be asked five questions
when they vote.
In their view the two basic
questions would be:
"Are you in favor of a general
farm organization with
compulsory checkoff?"
"Should each marketing
board have a vote on the
provincial council of the GFO?"
In addition three other
questions will be asked as
direction to delegates at the
founding convention of a new
GFO.
"Should membership require
a voluntary payment regardless
of the amount of checkoff paid
by the individual?
"Should membership be
automatic if a farmer pays a
checkoff whether large or
small?"
"Should membership require
some minimum level of
contribution toward the GFO
which could come from .a
combination of a checkoff and a
voluntary payment?"
