anniversary dinner for Mr. &
Mrs. Hubert Cooper, Exeter,
held at the Dufferin House

Mr. & Mrs, Stan Zachar and
family, Exeter, spent Sunday
with Mr. & Mrs. Bill Johnson
and boys.
Mr. & Mrs. Bob Tindall had a
family gathering Saturday with
members of Mrs. Tindall's family
present. Sunday Mr. & Mrs.
Tindall and children were guests
with Mr. & Mrs. Howard Clarke
and girls, Shipka. The Tindall's
were recent guests of Mr. & Mrs.
Ross McFalls and family.
Mr. & Mrs. Hugh Davis,
Heather and Michell spent New
Years with Mr. & Mrs, Ross
Mc ails and family.
Mr. & Mrs. Harry Carroll
spent the weekend with Mr. &
Mrs, Maurice MacDonald, Grand
Bend, and they left Tuesday to
visit in Detroit with Mr. & Mrs.
George Carroll,
Mr. & Mrs. Jim Barker and
family were New Year guests
with Mr. & Mrs. Lorne Barker.
Mr. & Mrs. Fred Dobbs and
children spent some time with
their friends, Mr. N.: Mrs. Robt.
Mogk and children, Guelph,
Jeffrey Young, Lucan, spent
the week with his grandparents,
Mr. & Mrs. Heber Davis. Sunday
Mr. & Mrs. Mervin Elston were
their guests, and on Monday
they visited their aunt, Mrs.
Norma Coleman, Lucan.
Church service will be held in
the homes of the parish for the
duration of the winter.

at Clandeboye

The subject was China given
by Mrs. R. B. Worthington. It
dealt with man and his family
life living under the communist
rule.
A discussion was held
concerning new ideas for the
bazaar. A thank-you card was
read from Rev. A. Bawden,
Saugeen Indian Reserve.
Mrs. Arnold Blake will be the
hostess for the next meeting.
Propose negative tax
for low income farms
The Special Committee on
Farm Income is calling on the
Federal Government to establish
an income maintenance
programme for low-income
families. The proposed
programme would involve the
introduction of a negative
income tax with a guaranteed
minimum income.
In advocating the scheme, the
Committee, in its report on a
two-year study of farm income
in Ontario, comments that
Canadian society has only
partially recognized that
individual freedom and dignity
requires more than the existing
civil liberties. Individuals, to
develop their full potential,
require a certain minimum of
security which includes
economic security, and this
minimum of economic security
should be accepted as a human
right.
"The Committee disagrees
strongly with the traditional
welfare approach to individuals
and families with low incomes.
It has frequently been punitive
and degrading to the people
receiving public assistance. This
is not a liberating but an
enslaving method of dealing with
human problems."
In the Committee proposal
the negative income tax is
integrated into the present
income tax structure. Its
purpose is to provide the family
with a minimum income of
$1,500 and at the same time
preserve the incentive to engage
in productive employment.
A taxpayer with three
children has exemptions up to
$3,000 under the present tax
system. The modification
proposed by the Committee
would mean that any family
earning less than the amount of
the exemption would receive a
payment from the government
equal to 50 per cent of the
difference between its earnings
and its tax exemptions.
In other words, a low income
family would make a net gain of
only $1 for each additional $2
earned under this scheme, since
the government payment falls as
earned income rises.
"This could be regarded as a
very high tax rate which would
discourage work. We find it
difficult to attach much
importance to this argument
since any person capable of
working is unlikely to be
satisfied with the minimum
income provided. The negative
income tax is of benefit mainly
to low income working
families."
The Committee said its
programme need not greatly
increase the tax burden on the
working population.
"Much of it could be
financed with the money now
paid out in family allowances,
which is a wasteful form of
transfer payment. The negative
income tax would concentrate
these funds in the area of
greatest need."
The Committee's research
indicated that potential savings
from a number of
income-transfer programmes
would adequately finance this
first move toward economic
security as a basic right.
