May put restriction
on number of '.formers
The possibility of restricting
the number of farmers entering
the industry in Ontario was
raised by the Special Committee
on Farm Income in its report
released Monday,
In - examining some of the
educational problems within the
industry, the Committee said
that regardless of the impact of
any changes in the educational
system and in rural training
programs there is likely to be a
surplus of young men wanting to
enter the farming industry, For
this reason, the Committee
foresees a need for some method
of restricting the number of
farmers entering the industry.
Attempts to restrict credit or
other indirect methods have
serious drawbacks, the
Committee comments. A more
direct and effective device would
be for the marketing boards or
for the proposed new Food
Supply Agency to limit the
number of quotas granted new
entrants.
Initially, this limitation would
have to be based on tests or trial
periods in which new entrants
would demonstrate their ability
to manage a farm.
"Over a longer period of time
formal training requirements
could be introduced, which
would have the dual function of
giving the new entrant a good
chance of success, and equipping
him with useful skills which
could be used in an alternative
occupation if this proved
necessary."
The Committee considers that
the two-year diploma course in
agricultural technology fills both
these requirements.
"It should become the
minimum entrance requirement
for entry into farming by 1980
or sooner if possible,"
One of the principal
hindrances to the mobility of
farmers and rural workers has
been a lack of the broad
education and skills which
would allow them to shift into
other occupations, the
Committee reports.
Although the number of years
of schooling has risen
considerably for both rural and
urban young people, there is still
a wide gap between them. For
example; 70% of the rural farm
population aged 45-64 has only
an elementary school education
whereas in the 15-19 age group,
43% has not gone farther in
formal schooling. The equivalent
figures for the urban population
are 48% for the older group and
27% for the 15-19 group.
The Committee said rural
children must be kept in school
longer if they are to be given
increased opportunities, But the
educational system, which tends
to be urban-oriented is not
succeeding in this difficult task.

List first draw Lucan subdivision
curling winners plans on schedule Winners have been declared in
the first draws of all leagues at
the Exeter curling club.
Jack Urquhart skipped his
rink to the championship in the
men's grouping. Completing the
roster of the winning rink are
Glenn Fisher, Lloyd Ballantyne
and Red Farrell.
In the ladies league Marg
Murley and her Thursday group
defeated Tuesday's winning rink
skipped by Dorothy Elder on
the way to the championship. In
a semi-final round, Elder's rink
defeated Audrey McDonald's
foursome, winners of the
Wednesday division.
The mixed league first draw
championship was taken by a
quartet headed by Gordon
McCarter. Included on the
winning rink were Helen Burton,
Wyn Gunn and Gunnar Pind.
Breaking wooden matches in
two after use ensures that they
are out.
Plans of a Toronto developer
to open a 160-home subdivision
in Lucan are going ahead on
schedule.
Kleinfelt Associates have
received approval from the
village council to begin
construction in early April of
about 50 homes in the first
phase of the development.
The land, consisting of 40
acres, at the south-west end of
Albert Street was purchased
from Butler Brothers.
The new homes will be built
on several crescents, with houses
of similar design in each area.
Lucan Reeve Ivan Hearn told the
T-A Wednesday he expected Elm
Street would be developed to
become the main entrance from
No. 4 Highway to the proposed
subdivision.
With approval received from
Lucan officials, the subdivision
plans are now in the hands of
