Harry Klungel, operator of
Queensway Nursing Home,
Hensel!, asked village council
Tuesday evening for "financial
assistance" to complete
extensive sewer work for the
new addition to the Home.
Mr. Kiungel complained in a
letter that since the village
supplied no municipal sewage
disposal system, it was costing
him roughly $1,000 to enlarge
the septic tank and connections
as well as to install an automatic
chlorinator.
It was his feeling that since
the Home was beneficial
economically to the community,
the council should give some
consideration to allotting
Queensway Nursing Home some
financial assistance.
Twenty employees will be
required to staff the 47-bed
Home for elderly persons when
the addition is complete.
The greater accommodation
which will be provided will be an
important asset to Hensall,
Kiungel continued,
Reeve Minnie Noakes told
Kiungel she and her council
would discuss the matter
thoroughly. An answer will be
given to Klungel when a decision
has been reached.
Councillor Harold Knight said
council couldn't give "even a
hint tonight". He suggested that
it would take time to discuss all
angles of the request.
OUTSIDE HELP
Building inspector Norm
Jones informed council that in
his opinion, the new sewage bed
for the Fink apartment building
may be inadequate.
"That's out of our
jurisdiction," said Knight. "If I
were you I'd phone the
department of health in
Goderich."
Jones went on to advise of a
"deplorable" situation with
another septic tank in the
village.
"Phone Goderich," repeated
Reeve Noakes. "That's what
they're getting paid for,"
Later in the meeting, Reeve
Noakes was instructed to take
up the matter with Dr. G. P. A.
Evans at the first opportunity.
DUMP TOUR
Council will take a look at
the village dump to ascertain
whether or not mill owners are
abusing dumping privileges.
Councillor Oliver Jacques
reported some unusual
happenings at the local dump. A
tour of the site is upcoming and
if council is dissatified, mill
owners will be notified and
urged to comply with
regulations.
Once again, dump attendant
Frank Parsons was commended
for a job well done.
TOO MANY
Members of council expressed
concern at the number of false
alarms Hensall firemen are
answering.
John Baker, councillor,
reported four hoax calls last
Friday. He said children seemed
to be to blame for the nuisance.
Lightning , too, is to blame
for tripping the fire alarm
system.
"If they can send satellites
around the world," observed
Knight, "surely they can stop
lightning from setting off the
fire alarm."
Firemen are getting "fed up"
according to Reeve Noakes.
Council fears that if the rash of
false alarms continues, nobody
will agree to fire phones in their
homes.
A Bell Telephone
representative will be invited to
attend the next meeting of
council.
Termed as "ridiculous",
council feels the situation must
be corrected as soon as possible.

Stanley Township was again
reminded prior to council'
meeting' that an account with
Hensall Fire Brigade has gone
unpaid long enough.
A fire earlier this year in
Kippen was the object of
dispute. Several fire brigades
were summoned, including
Hensall.
Under the mutual aid
agreement, the fire chief of the
municipality in which the fire is
located must call a neighbouring
brigade before the municipality
is legally bound to pay for the
call.
In this case, the Stanley fire
chief telephoned Hensall for fire
aid. Council feels it has a legal
right to collect from Stanley
Township Council for the call to
Kippen.

Ernie Davis was instructed to
inform a resident horse owner
that a village bylaw stipulates
that at least one-half an acre is
required to pasture one horse.
Council had had a complaint
from a Hensall citizen who was
experiencing difficulty with the
neighbor's horses.
NEW BY-LAW
A planning by-law is under
Consideration by Hensall
council,
Thought is that council
would be afforded greater
control over municipal growth if
a planning by-law is in effect.
"It won't hurt anything to
have it," reasoned Baker.
The village solicitor well be
instructed to draw up the
by-law; council will give
additional thought to the matter
before passing it.
Knight observed that serviced
land should be available to
persons seeking lots for new
homes.
"With this thing at Centralia

the late Mary Ellen Cann held
their annual picnic at Queen's
Park, Stratford, Sunday, with
members attending from Exeter,
St. Marys, Bayfield, London,
Guelph and Ancaster.
After dinner in the pavillion,
a most enjoyable sports program
was conducted by George, Jean
and Barbara Stevenson. Sports
concluded with <the annual
Tug-of-War being won by Gary
Blanchard's team.

bedget covering expenditures of
$127,391.27 and receipts of
$28, 589.89 and the levy figured
on $104,000 for 1968.
Council approved building
permits for Harry Iclungel to
build an addition to his nursing
home and to W.D, Thompson
for the erection of a storage
shed; passed a by-law to borrow
$15,000 in September if
required; adjourned until
October 7 at 8 p.m.
