Usborne okays aid
to area fair groups
Members of Usborne council
Were informed last week that St,
Marys has agreed to offer standby
fire protection for the township
in cases where the Exeter fire
brigade may be out on call and
unavailable,
The charges will be on a flat
hourly rate with no retainer fee,
Final agreement over the plan
has still not been arranged but
this is expected to be completed
shortly,
Reeve Roy Westcott advised
that all fire calls should still be
sent through to the Exeter de-
partment.
At the meeting, council ap-
proved grants of $100 each to
the Exeter and Kirkton Agricul-
tural Societies and $26 to the
SalvatiOn Army.
A splendid time is guaranteed
for all.
The movie "The Spy Who Came
in From the Cold" will be shown
to students Wed„ Dec, 20. There
will be a public showing of this
film Thursday, Dec, 21 beginning
at 7:30 pm.
The price of admission will be
25e per person.
Throughout the winter months
a feature-length movie will be
shown at SIIDHS every Wednesday
evening or every other Wednes-
day.

A Conservation Conference
Was held at SHDHS December
13. Dr. Pleva, from the Uni-
versity of Western Ontario, Mr.
Laternell, supervisor of the Con-
servation Branch. Mr. Terry Mc-
Cauley and Professor Doug Hof-
fman from Guelph were guest
Speakers,
The purpose of this endeavour
was to create a conference at-
mosphere by means of seminars
and panel discussions. Students
of grade 12 agriculture, grade 12
geography and grade 13 geo-
graphy were involved in this con-
ference. More about this next
week.
In other business, council;
Learned that the department
of highways has approved the
snow plowing contract with On-
tario Backfilling & Grading and
that the engineering work on the
Earl and Hera drains has com-
menced.
Approved tile drainage loans
for $1,800 and $800,
Were advised by Mrs. B, M.
Woods that $55,704.04 had been
received in 1967 taxes,
Okayed the supply and de-
livery of gravel from Ross and
Paton Construction Limited for
construction on concession 12-13
at a total cost of $3,690.75.
Decided to hold the final meet-
ing of the year on December 18
at 1:00 p.m.

He also said that from a prac-
tical point of view, "the present
size and composition of county
units pose some difficult limita-
tions as regional government,
with the most serious drawback
being the small assessment base.
,If we're going to give regional,
governments some important
jobs to do— and I think that's the
point of reorganization — then we
must provide those governments
with adequate resources," he
added.
After reading the speech, Mr.
Britnell told members of county
council that the words were re-
ceived with great enthusiasm by
the members of his group.
",Regional government is com-
ing in some form, so if you can't
beat it, join it," he stated.

for the levying of property tax
and to eliminate the serious dis-
crepancies which exist in and
among municipalities today.
"The property tax base at the
municipal level must be broad-
ened to PraVyie a larger and more,
equitable source of revenue and
it must be modified to develop
fair-share tax loads among farm,
residential, commercial and
business properties."
He also suggested the admin-
istrative efficiency centred
around larger units had to be con-
sidered. These were cited as:
— the cost-saving application
of modern equipment such as data
processing machines,
— the economies inherent in
enlargement and consolidation of
operations,
— the efficienciesof skilled
human resources which are not
available to small municipalities.
Referring to the Smith report,
Mr. MacNaughton explained the
recommendation called for 29
regions in Ontario with a popu-
lation of at least 100,000 people
each. The proposal suggests that
the members of regional councils
should be elected directly by the
people, on the principle of rep-

228-6638 Fire completely destroyed a large barn on the farm of Ross Cook, two and one-half miles northwest of
Kirkton last Thursday. A fairly new tractor and combine along with other implements were also lost in
the blaze. Mr. Cook was attempting to remove the tractor from the barn when it went through the floor

Regional government
The Inkspot Staff is again
sponsoring a chocolate bar cam-
paign. The purpose of the cam-
paign is to raise money to help
pay for the "Inkspot", the year-
book for SHDHS. The bars are
nut and milk chocolate and weigh
5 1/2 oz. The price is 50e per
bar, as it was last year. A
selling quota of one dozen bars
per student has been set.
The campaign will continue
until Dec. 20. The top daily
salesman will receive a $5 bill,
The top overall class will re-
ceive a pizza party and a free
movie, "Send Me No Flowers"
starring Doris Day and Rock
Hudson.
For every person who sells
one dozen bars, a free ticket
for the movie will be issued.
Otherwise admission will be 75e
or $1.00.
Let's have everyone out selling
in an effort to successfully fin-
ance the "Inkspot".
Drama Night will be held Wed.,
Dec. 20 at SHDHS. Tickets will
be sold at the school for the
evening. Admission will be 50e
for students and 75e for adults.
