Also Gerald McAuley for supplying transportation to all three parades and taking care of all equipment. I wish to thank each and every member of our band and wish them a Merry Christmas and a great band year for 1966. This is the amount set during the early stages of planning, Estimated cost of the dam has risen from $600,000 in 1962 to nearly $2,000,000. It is estimated that $310,000 has been spent on this project since it was started in 1957. A delegation by the authority met with the select committee December 2 to present their brief of recommendations for improving the operation of con- servation authorities in Ontario. Members of the authority were given a summary of the brief at their annual meeting held in Parkhill last week. Freem an Hodgins of Parkhill indicated that the brief contained a suggestion that the province establish a sliding scale of grants for con- servation projects. These would be governed by the authority's ability to pay as well as the regional importance of the pro- ject and the urgency it is re- quired in the watershed. The fate of the Parkhill dam is in the hands of the select committee and the project can- not go beyond the planning stages for at least 18 months pending a report of the committee. Earl- ier this year, J. R. Simonett, minister of energy and resources management told the authority there would be no increase in grants for the project until the select committee has presented its report. The Parkhill clam project ran into difficulty last year when, several of the 23 participating municipalities in the watershed objected to the increased levies. The total estimated cost of the project is now$1,980,000 of which Usborne Township council vot- ed to support Huron South Dis- trict High School Board's request "that the Township of Usborne support the Town of Exeter in seeking approval of a debenture issue up to $600,000 for the pur- pose of constructing a vocational addition to the South Huron Dis- trict High School," at their regu- lar meeting last week. In other council business mem-, bers discussed: Business arising out of min- utes, R. Westcott moves and K. Duncan seconds the motion, "That the easement issued to the Exeter PUC to supply water to the Don Lewis property on Lot 16 Con. 2, be confirmed." In discussing this motion the Coun- cil deplores the apparent emer- gencies that are allowed to de- velop by some builders in this area; the motion carries. The Treasurer reports re- ceipt of the interim road subsidy from the Province $8,551.26, from the Bethesda Cemetery Board $39.96; tax arrears col- lected by the County $1,647.30; accounts receivable from the Road Dept. $95.56; hall rent $6.00; other accounts receivable $24.00; and 1965 taxes trans- ferred by the Collector$61,151.- 17. Road Department, the Super- intendent presents accounts amounting to a total voucher of $5,363.07, L. Ferguson moves and R. Westcott seconds the mo- tion, "That the road accounts be paid as presented." Motion car- ries. the authorities share would be $378,875 as opposed to the pre- vious estimated cost to the au- thority of $210,000. Members of the authority ap- proved a general administration budget of $47,050 for 1966. Chair- man of the finance advisory board, James Stewart of Lobo Township told members that the board has not attempted to fore- cast capital expenditures for 1966 because of the uncertainty of the dam project. Mrs. Carl Hume of Exeter, secretary-treasurer of the or- ganization told member s that projects proposed so far total about $34,000. Members also ap proved a levy of $27,000 on mem- ber municipalities for the admin- istration budget. William Amos, RR 8 Parkhill, chairman of the flood control advisory board outlined three other dam projects in the water- shed. He reported that the auth- ority had installed two-foot flash- boards at the Morrison Dam, which will provide storage capa- city for an additional 15,500,000 gallons of water. The request for the work came from the Town of Exeter which needed additional water for Canadian Canners. Renovation work is still under way at the Exeter dam. At the drawing board stage is a dam to be built in Hibbert Township in conjunction with a new bridge to be constructed over the Ausable River, along the road between concessions 12 and 13. The site is about eight miles north-east of Exeter close to the source of the river system. Grants have been in- creased from 50 to 75 per cent on watershed flood line mapping programs and on projects reach- ing the stage where plans and specifications are prepared. The authority must assure the branch that the work will be carried out. Members of the authority ap- Current Accounts, K. Duncan moves and W. Service for James Turnbull James Hackney Turnbull, 75, formerly of Seaforth, died in Vic- toria Hospital, London, on Wed- nesday, December 15. He is survived by sisters, Mrs. David (Ann) Millar, Mrs. Milton (Margaret) Sleamon, brother Ro- bert Turnbull, all of Exeter, also brothers Harold of Tillsonburg and Wilfred of Toronto. Funeral services will be con- ducted by Rev. J. C. Boyne at the Hopper-Hockey funeral home, Exeter, on Friday, December 17 at 1 pm. The purchase would consolodate a 75 acre block in the south half of lot 23 the report said. There were 50,000 visitors to the parks in the watershed during 1965 members were told and of these only 10 per cent were watershed residents. The information was compiled from surveys taken at Rock Glen, Thedford and Port Frank this summer. Of the total 60 per cent were from regional points in south-western Ontario while 30 per cent were from the United States. Fred McLeod, Ailsa Craig, James Stewart, Lobo, Fred Dobbs, Exeter and provincial ap- pointee Robert Austin of Arkona were named as a. nominating com- mittee to bring in a slate of officers for 1966. Members voted to send aletter to the conservation authorities branch expressing appreciation for the work of Ausable field officer, J. T,.
