Wishart told more than 200
Conservatives at Clinton im-
portant ammendments will
shortly be introduced into On-
tario's securities legislation.
Mr. Wishart was guest speak-
er Monday at the Huron PC
Provincial Association gather-
ing at Clinton Legion Hall.
He said the changes, two
years in the making, were im-
perative for the province's con-
tinued growth. He did not ela-
borate on them but presumably
they will be introduced at the
next session.
Mr. Wishart reviewed some
of the accomplishments of his
department, among them the
meeting of the 10 provincial
attorneys-general at Ottawa to
discuss ammending legislation
for the Canadian constitution.
He reported that seldom has
there been such an unanimous
desire to succeed and agree
among the 10 provinces. He said
repatriating the constitution
was a matter of pride and that
he was confident that the for-
mula they worked out was the
best.
Mr. Wishart attacked the
critics of Quebec's revolution
and said that far from wanting
out of confederation, Quebec's
reform is "based on a great
love of Canada and a desire to
continue with it."
He described Quebec as go-
ing through a "revolution in
thought, an evolution in industry
and education."
Mr. Wishart also had some
words for Huron county. He said
he had never seen such a "fat
land." He described his boy-
hood on a New Brunswick po-
tato farm and said his father
should have seen this part of
Ontario. "I am fortunate to visit
such a county as this," he said.
Mr. Wishart now comes from
Sault Ste Marie.
Mr. Wishart said he and
Charles MacNaughton were
great friends. Mr. Wishart de-
scribed how Mr. MacNaughton
had so successfully assisted
in his campaign at The Soo.
And Mr. MacNaughton earlier
declared that the most outstand-
ing performance of an Ontario
cabinet minister in the last
session was that of Mr. Wishart.
Commenting on the redistri-
bution of the federal riding,
Mr. MacNaughton said, "I like
to think it will be strengthen-
ed."
He said redistribution chang-
es in the provincial ridings are
now being discussed but that
he did not anticipate any chang-
es for Huron.
Mr. MacNaughton revie w-
ed the past session of the leg-
islature, the longest, he said,
in the province's history. And
he went down the list of high-
way construction being carried
out in the county.
He said that after the Cen-
tralia to Clandeboye section of
Highway 4 is completed all that
will be left to bring the road
to 24 ft. standards will be the
Exeter to Clinton section. He
did not say when this would be
accomplished but suggested that
it was not far away.
The first of the accomplish-
ments of the government that
Huron
Huron Progressive Conser-
vatives Monday began re-or-
ganizing themselves into two
separate constituency orga-
nizations for federal and pro-
vincial purposes.
New president of the pro-
vincial association is Douglas
Freeman,succeeding John
Durnin of th federal-provincial
association.
The PC's are marking time
on two points before they decide
on what they do federally; will
there be a federal election?
and, will the proposed redistri-
bution boundaries stand without
further change?
If there is an election this
fall then it is expected hasty
moves will be made allowing
either last year's federal-pro-
vincial executive or this year's
provincial executive, to run the
show.
If not, then a general meet-
ing will be held to create a
separate federal association
with representation from areas
formerly in Middlesex North.
But the provincial nature of
the meeting at Clinton Legion
Hall didn't prevent the PC's
from presenting Elston Cardiff,
federal MP for Huron with a
silver tray and tea service to
mark his 25 years in the House
of Commons.
Mr. Cardiff turned the tri-
bute to the assembly. "The
only reason I was able to get
elected was because of you,"
he said. "Not me at all. But
because of you."
His wife was presented with
a corsage by Mrs. May Mooney
of Goderich. Jim Hayter of
Dashwood read the presentation
and Tom Webster presented the
tray.
Mr. Cardiff also had a few
words to say about redistri-
bution, a subject mentioned by
almost all the speakers.
"Whether we're worse off or
better off, I'm not prepared to
say," he remarked.
"They took Wingham,Howick
and Turnberry away from me
Honor 25-year service

25 years as a member of the House of Commons for Huron.

mored changes In the shape of
the riding over the years that
never quite got made.
"The county of Huron inside
its own boundaries is a good
riding. It's not committed to
either PC or Liberal. It could
turn either way," he concluded.
He then turned and made a
swing at rumored changes in
the county system of govern-
ment inside the province.
"I don't think any body in the
province is any better than the
county council," Mr. Cardiff
declared. He praised the work
done for the county by Charles
MacNaughton, but he said,
"They're trying to take away
the county council."
He said that the county coun-
cillors are close to the people
and know what they want.
Mr. Cardiff was named one of
the three honorary presidents
of the Huron PC Provincial As-
sociation. Also included were
Hon. Charles MacNaughton,
MLA, and Elmer D. Bell, pre-
sident of the Ontario PC As-
sociation.

vice-presidents, Harvey Cole-
man, Hayfield; James Hayter,
Dashwood; Mrs. May Mooney,
Goderich; Andy Dunlop, Sea-
forth.
