workable law.
Jean-Louis F renette (SC-
Portneuf)—When the matter of
lotteries is considered, amoral
problem is encountered and
many people cut short any dis-
cussions of the subject by put-
ting up a screen of ethics. Mean-
while, lottery tickets of all kinds
are sold at an ever-increasing
rate.
Besides, those lotteries, un-
fortunately, are most of the
time organized by people whose
honesty and integrity are more
than questionable. No control is
possible and most of the sums
of money collected this way go
into the already full pockets of
certain professional parasites.
There are sweepstakes the
philanthropic aim of which is
well recognized and the admin-
istration of which is perfectly
honest, and if we allowed the
establishment of such provin-
cial lotteries, we could make
use at home, for purpose s
equally noble, of large amounts
of dollars we are presently
exporting. C. A. Mc DOW, ELL Ltd. PONTIAC BUICK
