Principal Robert Jenkins re- ported a few windows at the back of the public school had received a little soaping and five floodlights had been re- moved but no windows had been broken and no one had broken into the school. Most household- ers reported no soaping at all and others reported only a few strokes. What a change from previous years when house-wives bearly froze trying to remove soap and wax! Even store windows were not as badly marked as usual. Why? Was it the tax on soap; have former troublesome teen- agers grown up, was it the combined training of teachers, group leaders and parents or was it Lucan's genial Constable?
