'busted' Drury g.v't
By W. E. ELLIOTT
on The Stratford Beacon-
Herald
• Mr. Hicks was not a candidate
— and Tom McMillan of Sea-
` forth regained the Dominion
seat in 1925. •
In July, 1926, a taxi driver
was taking Con. Hugh Guthrie,
minister of national defence,
to a Conservative nominating
convention at Hensall. As he
neared Centralia he turned to
his passenger and remarked:
"There's where the man lives
who busted the Drury Govern
ment."
It was the home of Andrew
Hicks in Concession 1 Stephen
township. Later in the same
day, Mr. Guthrie was congra-
tulating Mr. Hicks upon re-
calving the South Huron nomi-.
nation for the House of Com-
mons.
Andrew Hicks, third genera-
tion on the Stephen township
farm, died April 18 in South,
Huron Hospital, Exeter, at the
age of 86. He was 44 when
chosen UFO candidate for the
Legislature in 1919. In the elec-
tion of that year, when the
electors put a Farmer -Labor
government in office, Hicks
defeated F. H. Ellerington,
Conservative, and J. T. Mor-
gan, Liberal, and became UFO
whip in the House. (The Par-
liamentary Guide always listed
him as of the "People's Par-
ty," the same as Premier E.
C. Drury.)
The agrarian party w a s
strong at the time. William
Black_. in 1921 won the Com-
mons seat in South Huron;
against Tom McMillan, Libe-
ral, and J. J..Merner, Conser-
vative. The respective UF01
and Progressive members
served only one term, how-'
ever. Nelson Trewartha of Clin.'
ton, Conservative, was elected
to the Legislature in 1923 —
"Andy" Hicks tossed his
bomb in the Legislature on
June 11, 1923. It shook the Dru-
ry government to its not very;
solid foundations, and in a
few days the premier an-;
nounced that he would appeal
to the people.
Mr. Hicks and a colleague
had gone to Mr. Drury with a
complaint about the conduct of
a Cabinet minister, and had:
been assured that. 'they were,
mistaken in their charges. At l
the 1926 convention in Hensall, i
Mr. Hicks said he had "insisted;
on a cleanup of a situation;
which was a disgrace to the.
fair name of Ontario."
The report of Mr. Hicks'
statement at Hensall is .avail
able, and as it was recorded
by the present writer he is do-,
dined to regard it as reliable.
"I was a consistent follower.
of my leader, in school and.
out," he said, "but before we!
had teamed together a year it!
I was my painful duty to go with
another member of our party
I and ray, 'Sir, men in your
Cabinet have gone wrong.' I
thought at the time. I was fol-
lowing a leader with some
i backbone, who would not al-
low a member of his Cabinet
to stoop to anything mean or'
dishonest. When we were hold ;
we were mistaken; I began to
be shaken in my faith." How -1
and Ferguson, Conservative
leader, had promised to "clean!
house," and, said Mr. Hicks,'
"there was nothing for me to
do but follow a leader bold
enough to do that,
"I had to repudiate my leader,
