The remainder would be as-
sessed against east -side sub-
division owners at a rate of be-
tween $6.00 and $7.50 per lineal
foot,
The engineer advised• council
to finance the project under the
Local Improvement Act, under
which the municipality can as-
sess certain proportions of the
cost against lands abutting, or
adjacent to, the sewer.
He did not feel it advisable
to use ‘theMunicipal Drainage
Act, under which benefitting
owners would be assessed, be-
cause the cost of assessing in-
dividual properties might run
into .thousands of dollars,
Besides providing, drainage for
the new subdivisidns, the pro-
posed sewer would also relieve
pressure on the kine street
drain, said the engineer, It
would eliminate• the need for
enlarging this draii. at a cost
ef $27,000 and would also reduce
the cost of closing in portions of
that draM by $10000.
The proposed drain would run
from Huron street to the river.
A portion of the engineer's re-
port follows:
"I understand that all sewers
and drains, which have been
constructed in the past in the
town have been paid out of gen-
eral funds. I believe the same
situation has occurred in all of
the other urban municipalities
in the county of Huriz‘, with the
exception of GoderiOn, which
has .used the Local Improvement
Act for many years.
"With the present trend to-
ward expansion of new areas,
involving large. expenditures for
municipal services, it would ap-
pear to he impossible for the
municipalities to continue to pay
the full cost of the works. The
Local Improvement; Act pro-
vides a method of having the
owners benefitting by the work
pay the largest proportion of its
cost.
"The town of Clinton has this
year adopted the Local Improve.
merit Act for use in conjunctim
with the construction of any
future sewers and water mains.
I feel that it is also necessary
for the town of Exeter to adopt
this act if it wishes to avoid
the huge financial expenditures
which may result from the pay-
ment of the full costs out of
general fund's.
"With regard to the propos-
ed storm sewer on Pryde boule-
vard, this sewer will provide
three main advantages which
must be considered in preparing
the assessment. They are as
follows: •
"1, It is of direct benefit to
the lands abutting the sewer, as
it will provide an outlet •for roof
water and cellar drainage.
"2. It may be considered as a
trunk sewer in that it will pro-
vide an outlet for other storm
sewers in the area lying east
of Pryde boulevard and also the
area west of Pryde boulevard,
and north of Sanders street.
"3. It will benefit the town as
a whole, reducing the flow
through the Anne street drain
and thereby reducing the cost of
enclosing the open portions of
it and eliminating the necessity
of enlarging it,
"There is a fourth benefit,
which is the outlet for the street
water, but this is taken care of
by Section 23 of the act, where-
by the municipality must pay
the full costs of catch basins
etc.
"Although 1" do not opose to
advise council to assufne a cer-
tain portion of the overall cost
of the work„ some members of
council. have indicated that they
would like some guidance in ar-
riving at this proportion I will
1 therefore attempt to give you
facts which should be con-
, sidered.
"1. If the Local Improvement
Act is to be used, at least three-
' quarters of the length of the
storm sewer has cross-sectional
area in excess of four square
! feet, and Section 23 of the Act
Will apply whereby the town
must assume one-third of the
cost of the sewer, as well as the
cost of catch basins, and cost of
the sewer at street intersections.
Working on this basis alone, the
town's share of an estimated to-
tal cost of $60,000 would be $28,-
500 and the balance to be borne
1 by the property owners of $31,-
000 would amount to $8.50 per
lineal foot or $4.25 per foot on
each side 'of the street.
"2, The benefit to the town by
not having to. enlarge the Anne
street drain for its p resent
length would be approximately
$25,000, Since it is likely that
the Ann street drain will be
closed in from Edward to An-
drew and also from Carling to
11 Marlborough, I believe the pro-
posed storm sewer will reduce
the cost of these extensions by

Construction of a mental in-
stitution on property three miles
south of Goderich will likely be-
gin early in the Spring of 1960,
C, S, MacNaughton, Huron MPP,
told members of Huron County
Council recently at the close of
the Fall session.
A speed-up of the actual con-
struction plans has been order-
ed, he said. Plans for a 300 -bed
unit are now being prepared.
When the mental institution
was first discussed in this area,
it wa's believed that the hospital
would be one unit, with space
for 1,200 beds.
Mr. MacNaughton said pres-
ent plans call for four units,
each with 300 beds, to be erect-
ed, with construction of the first
to being in the Spring.
In all, the four "cottage style"
buildings will house 1,200 beds,
he said.
He also said that it is likely
the Ontario Water Resources
Commission will contact the
town of Goderich "soon" to ac-
quaint Council members with a
revised system of capital cost
sharing for a proposed water
main from the town to the hos-
pital site, This main would en-
able the town and the hospital
to operate with one filtration
system.
The commission, - he said, is
studying the system at the pres-
ent time.
He is of the opinion that a 10 -
inch water main, will be used,
since this would' be more than
adequate' to supply the needs of
a 1,200 -bed hospital.
Plans approved
Mr. MacNaughton also told
Council members that plans for
a $1,000,000 • addition to the
County Horne have been approv-
ed by the Ontario minister of
welfare. The plans must also be
approved by the Ontario Muni-
cipal Board.
At Tuesday's Council session,
the home committee was given
authority to sign the general
construction contract with Con -
Eng Contractors Limited of
London.

seem reasonable for the corpo-
ration to assume at least 50% of
the cost of the north -south trunk
sewer,
'3. Since Section 23 of the yet
compels the municipality to as-

large sewers, even where there
is nothing to be' gained by the
rest of the municipality from the
construction'of the work, I be-
lieve that the saving resulting
in the Anne street draM, would
be reason enough for increasing
the corporation's share of this
work I think that the corporation
in this case should be willing to
accept between 50 and 60% of
the total cost of this work. If
50% is assumed by the corpora-
tion then the ibroperty owners
will be charged approximately
$7.50 per lineal foot, whereas if
60% is assumed by the corpora-
tion, the charge to the property
owners will be approximately
$6.00 per lineal foot.
Council filed the engineer's re-
port until 1960, when it will be
considered by the new council,

"MORTGAGE" BURNS -Huron county's $700,000 court-
house, though only about two years old, is debt -free. Pay-
ing off the final eebenture was made the occasion of a
ceremony on Tuesday, when clerk -treasurer John Berry
handed the requisite cheque to F. A. Waters, manager
of the Goderich branch, Canadian Bank of Commerce,
