In a letter dated November
12, 1959, to Don Southcott, editor
of The Exeter Times -Advocate,
Mr. Courtemanche said:
" , if you submitted to me
a definite proposal for amend-
ment I would not be in a posi-
tion to tell you whether, if sub-
mitted to the Cabinet, it would
be agreed to by the Cabinet.

about the chances that the Cabi-
pet might approve a certain pro-
posal and thus, in effect and in-
directly, purporting to commit
the government with respect to
