"The ideals of a good citizen
have come from the church" he
said. "Good. Institute members"
he continued "ought to help their
neighbors to be good citizens
and should respect the rights of
others and not interfere where
they worship." He was intro-
duced by Mrs, Jack Williams,
convener of the citizenship com-
mittee.
Miss Patty Roundell favored
with a tap dance number.
During the business period it
was voted to give $10 to the Re-
tarded Children's Association. It
was decided not to join the CAC
this year but to have a speaker
at one of the meetings.
An invitation was extended to
attend the 50th anniversary of
the Queen Alexandra Institute in
St. Marys in May with a request
that the Institute contribute a
musical number to the program.
Mrs. Clayton Smith and Mrs,
Earl Watson were named dele-
gates to the District Annual at
Carlingford this month and Mrs.
C. J. Switzer, new district direc-
tor, is to attend the Guelph Con-
ference in May.
The social evening to reveal
the mystery pals will be held in
Aberdeen Hall in. May with Mrs.
Ross Francis, Mrs. Ray Paynter
and Mrs. Jack Robinson in
charge of the evening.

Alice Handford
active in church
Miss Alice Amelia Handford,
who for the past five years has
been a patient at the Ruston
Nursing Home, Mitchell, died
Wednesday of last: week and the
funeral Friday afternoon was
held from the R. 0. Dinney fune-
ral home, Exeter, with Rev, IL
J. Snell officiating.
Miss Handford was born in
Exeter, a daughter of the late
Silas and Mrs. Handford. She
was the Last of the family, her
brother Thomas, of the State of
Wisconsin, U.S.A., predeceased
her March 31 of this year.
For many years she was en-
gaged as a tailoress for W. W.
Taman. She was a member of
the James Street United Church
and previous to her illness took
an active interest in all its bran-
ches.

Dowds, of Lambeth.; Miss Lil-
lian Handford, of Renfrew and
Miss Marjorie Ritchie, of Lon-
don.

Dear Sirlor Madam:
In recent years it has become increasingly evident
that. commercial. and residential development in the Grand
:Bend area is rapidly ingulfing the capacity of our present
cable and switchboard equipment. It appears therefore.,
expedient to improve facilities .at Grand Bend central for
the following reasons:
(a) It is indicated that our switchboard office should
be relocated.
(b) Extensive cable additions must be made at once
Lo relieve Long Distance Pressure.
(c) Multi -Party Lines within the village itself should
be divided to private or two-party service.
(d) Switchboard and cable must be purchased to
accommodate a greater number of phone users.
(e) Facilities should be enlarged to service a greater
number of summer residents at a rate acceptable
to them and financially beneficial to the system.
In considering improvement at Grand. Bend there
appeared to the Council three distinct alternatives:
(1) Adding to the present Magneto Switchboard,
moving it into new situation and improving the
outside cable plant extensively,
(2) Purchase of Common Battery Switchboard. equip-
ment, installing it in a new building and improv-
ing outside plant and equipment.
(3) Purchase of Dial equipment, construction of
proper housing, and improving outside plant and
equipment.
It is noted. that in. either of the three alternatives
improvement of the outside plant and cable equipment would
be essential. Inall. cases this would be the largest expendi-
ture to contendwith by far, so that whatever steps were
taken it was evident that costs of increasing and replacing
outside plant would be the larger fact to consider.
Adding to or replacing the present Magneto Switch-
board has appeared not advisable since when completed we
would at the most still have equipment that has been twice
outmoded. Converting to Common Battery equipment would
give a better grade of service but would still require the
service of operators. Conversion to dial central equipment
.would be somewhat more expensive but would give the hest
possible service to the users and would eliminate heavy costs
of operator salaries.
In the past it has been the policy of this Municipal
System to furnish the best service possible at the lowest;
rates possible. Unfortunately this has not; produced a surplus
from which we may draw funds to modernize and improve
our system extensively. It will he necessary for the Town-
ship of Hay to issue debentures to :finance the improvements.
It is the decision of the Council of Hay Municipal.
Telephone System to install dial telephone service at their.
Grand Bend central offices. It is estimated that the total
cost of providing service and toll facilities to Grand Bend,
will be $250,000.00, Of this amount $100,000.00 will be needed
over the, next year to provide the necessary long distance
facilities and additional cable and wire plant for local ser-
vice. A major effort is being made to improve Long Distance
connections for this summer involving placing cable and
temporary addition to the existing Grand Bend switchboard
and. operators staff for this purpose. Since an expenditure
of this size cannot he tindert.aken without sufficient revenue
to retire the debt; in a reasonable period of time an estimate
of operating costs and revcnties has been produced. The
results of this estimate digitate that to befinan:cially secure
in the proposed undertaking rates must be revised in the
Grand Bend area as hereinafter noted,
In the past:, a basic private line tate has been
charged within the limits of the Corporation and anyone
outside the limits who required private or two-party service
was charged for line mileage. Under the rate application
herein the area servicedis divided into three zones as
outlined on the attached map; Base Rate Area being ap-
proximately the Corporation ]milts; Zones 1 being the Areas
next both South and North and Zone 2 being the built up
area next and further North. It is intended that either
private or two-party service be furnished itt the Base Area
HAY MUNICIPAL TELEPHONE SYSTEM
and Zones 1. In Zone 2 either 'four -party or multi-party
service would, he supplied. Rural party lines. will be re-
duced to ten phones or less. The rates charged in all zone!
include .line mileage.
Application has been made to the Ontario Telephone
Authority for authority to make the following charges for
the telephone service nut of Grand Bend Central, effective
as of and on the date of cutover to dial. service.

of these Rate Zones there will. be an additional charge of
450 per month for each 3/4 mile or fraction thereof for in-
dividual services and 250 per month for each 1/4 mile or
fraction thereof for each party on a two-party line.
Service may be furnished on a season basis for
temporary residents where the telephone system has the
necessary facilities available. This season service will be
supplied for a minimum of seven months and the exchange
rate, service connection charge, and any construction and
installation charges applicable are payable in advance. If
the seasonal subscriber wishes to retainhis telephone from
year 10 year, suspension of service charge of $1.00 per
month will apply during the months the telephone. is not
in use, in which case no reconnection charge is applicable.
