Russian ambassador
enjoys MP's 'grilling'

There are several parliamen-
tary associations, such as the
Commonwealth Association, the
Nato Association and the Health
League that members of par-
liament are invited to join.
Annual membership fees run
at about five dollars for each,
plus the price of meals. These
Associations arrange luncheons
and dinners to which outside
speakers are invited. The affairs
are private a n d, therefore,
speakers feel more free to ex-
press themselves frankly.
On Wednesday last, we had
the Russian Ambassador, His
Excellency Amazas•t A. Arutyu-
nyun, for lunch. (The mayer of
Toronto said the name sounded
to hint like "a -rooting -tooting")
He told us about the new Rus-
sian seven -year -plan which has
as its final objective, a greater
rate of man hour production
than the United States.
This . plan began in 1958 and
ends in 1965. They have com-
pleted the first year of the plan,
he said, far ahead of expecta-
tion. He spoke for about twenty
minutes and then the meeting
was thrown open for questions.
' Our members don't pull any
punches with their questions on
these occasions. They ask any
questions they wish to ask, even
if such questions may be em-
barrassing. They asked about
different phases on the cold war;
about the Russian one-party po-
litical system and international
trade.
The Russian Ambassador is a
stocky, good looking, middle
aged man, with a keen sense of
humor. He tackled every ques-
tion with enthusiasm and had a
plausible answer for each. He
has difficulty with his English
but he didn't let that interfere
with his answers. He struggled
along until he could find the right

self and made a good impres-
sion on our members, but they
couldn't warm up to him like
they can to ambassadors from
our Commonwealth or Nato al-
lies.
Last week was given over en-
tirely to the Budget debate. The
government members praised it
as they are expected to do, and
the opposition condemned it.
While much of this eight days
of debating the Budget looks like
a waste of time, it does give the
backbench members a chance to
raise matters of interest to the
people in their ridings.
One of these matters is the
effect of the increased excise
tax on tobacco producers. Gov-
ernment speakers believe .that, it
will not have an adverse effect
on tobacco production. They
claim that smokers will use as
many cigarettes as they did be-
fore the tax increase. Only time
can prove that contention. We
members who represent the
tobacco constituencies where to-
bacco is grown, are hopeful for
the sake of our farmer pro-
ducers, that these forecasts
prove correct.
People are always glad when
taxes can be reduced but are
not so happy when increases
have to be made. It is believed,
however, that the decision to
make the increase effective only
on higher incomes and exempt
those below the 83,000 level, will
meet with general approval.
Some objection has been raised
by opposition speakers to the
sales tax increase of 1%, ' but
there has been no criticism of
the increased excise tax on
liquor.
The standing committee on
agriculture is continuing to hear
evidence on the matter of hu-
mane slaughter of food animals.
The main fact brought out to
date is that the hanging of ani-
mals by one leg before they are
killed or stunned, is the chief
contributing factor to alleged
