School
Board
Continued from page 1
support for these programs.
The board also passed a borrow-
ing bylaw with a ceiling limit of $20
million.
A committee was set up to
review board procedures and
objectives under a plan to review
goals set down at the end of the
term with an eye to providing
familiarization for first term trus-
tees. The board also agreed to set
some goals to be developed and
evaluated at the end of the term.
These goals will be determined
later in the spring.
A job-sharing policy was adopt-
ed as well as approval of a draft on
part-time leave of absence for
full-time teachers.
A request by elementary school
principals for an increase in
secretarial staff which would give
equivalent of one full-time secre-
tary in each school was referred to
the budget process.
And finally...how much author-
ity does a school principal have?
The matter came to the test in a
Lakehead Board of Education
School. A recent court decision
overturned the conviction of a local
student on a charge of possession
of marijuana on the grounds that
the search and seizure of the
student conducted by the school
principal was illegal.
An appeal has been made and
the Lakehead board has requested
that others petition the Ministry of
Education to set standards for
school principals to maintain ord-
er, discipline and positive climate
in the school.
Huron County Board of Educa-
tion supported the request and a
copy of procedures for search and
seizure in schools drafted by the
Lakehead board. Guidelines in-
cluded notifying both the police
and parents prior to a search.
Police may conduct a locker search
with or without a search warrant. A
principal may also search a locker
but not personal belongings like a
gym bag.
