Several readers have expressed
surprise, even disbelief, that even
when they qualify for Canada
Pension Plan payment', they won't
get the money unless they apply for
it. But that is the law,
Despite all their computers, the
federal government does not know
for sure if or when you may qualify
for CPP monthly pension pay-
ments. It is for this reason that the
government asks you to apply in
writing or in person to your closest
Health and Welfare department
office for the pension.
You automatically qualify for the
CPP if you are 65 years of age or
older and you have made one or
more valid contributions to the
pension plan.
One thing to keep in mind is that
you may apply for the CPP
retirement income benefit one year
prior to your 65th birthday, but
payments won't begin until the
month following that birthdate.
Another important point to re-
member is that you may receive
CPP payments whether or not you
continue to work.
However, if you are 65 years old
but haven't reach age 70, you have
the option to delay receipt of your
pension benefits. In other words,
you may continue in the work force
after 65 and continue to contribute
to the CPP, up until you reach 70.
This may be beneficial to you,

financially, but before you make
such a decision you should consult
either a professional financial
planner or the staff at your nearest
Income Security Programs office.
(ISP offices are a branch of the
Health and Welfare department.)
Depending upon your financial
circumstances, it may not be to
your advantage to postpone receipt
of your CPP payments.
In due course every Canadian
will receive from Ottawa a CPP
Contributor Statement which will
report the amount of CPP benefit
payable at age 65, The basic
monthly amount payable is equal
to 25 per cent of your average
monthly "pensionable earnings."
Here's where things start to
become complicated. First of all,
the amount you contribute to the
CPP is based upon your earnings.
These are your so-called "pension-
able earnings" which don't neces-
sarily coincide with your actual
earnings. That is because Ottawa
has set a ceiling of $20,900 per year
for inflation-adjusted pensionable
earnings.
So, right now the maximum CPP
benefit you can receive is $435.42
per month, or about $5,225 a year
(which is about 25 per cent of
$20,900).
It is not a grand amount.
However, ifyou are 65 years old
you are also entitled to the Old Age
Security (OAS) pension. Right now

that pension is worth $282.94 per
month.
Therefore, if you qualify for the
maximum CPP benefit plus the
OAS pension, you would be
entitled toreceive a total of $718.36
per month, or $8,620.32 per year.
That level of income is below the
poverty line, which is why indivi-
duals should undertake their own
savings and investment program
aimed at generating additional
retirement income. The earlier you
start on such a program, the more
money you will accumulate in order
to enjoy a retirement free of money
worries.
If you work for a company, you
probably have the opportunity to
belong to a company pension plan.
Even if it's not compulsory to join
such a plan, you are well advised to
join it. Your payments to the plan
are tax deductible.
If you are self-employed, then it
is up to you to put money aside in a
Registered Retirement Savings
Plan (RRSP) and thereby build up a
handsome sum of money which will
provide you with income for your
retirement years.
