Morris Township inaugurates new reeve BY DOROTHY FOXTON The first meeting of the new Morris township council was de- layed by storm until Tuesday, Dec. 3 when Doug Fraser was sworn in as reeve and Clem McLellan as Deputy Reeve. Councillors Robert Grasby, Ho- ward Morton and Bert Elliott were also sworn in by Bonnie Lamble, minister of the Bluevale and Walton United Church. She ad- dressed the council following the opening, saying a councillor has to be daring, determined and dedi- cated and explained each to the councillors. She told of a minister in a town who used to go down and watch a train go through his town every- day. As soon as the train was gone he would sigh. When asked why he did this he said it's the only thing that moves around here that I don't have to push. Speeches of welcome were made by each councillor. Reeve Fraser asked councillors to try to persuade anyone with problems to bring them to council. Howard Marton said one of the reasons that he wanted to sit on the council for Morris was that he felt that they worked as a group and were very diplomatic. Re-Assessment of Taxation was discussed. Morris township was picked to be re-assessed because of the high foreign ownership. A special meeting is to be held Monday night to decide whether to keep the old assessment or go with the new one. It was suggested to put higher value on land without buildings than on residential land to deter people from tearing down buildings. A:-resolution from the village of Omemee was read asking the Ontario Ministry of Health to fund fire departments which take CPR training, purchase the jaws of life, etc. If council authorized fire departments to bny the jaws of life they can't expect the government to pay for it, one counsellor said. It was also pointed out this equip- ment didn't have to be bought: it is just another service we are lucky to have. A letter from Ontario Human Rights Commission was read about declaring December 10 Human Rights Day. Doug Fraser said that every day should be Human Rights Day. Clerk, Nancy Michie told council they had to decide whether to go to computer tax billing. Until now it has all been done manually. Doug Fraser said they felt it was more personal and even though they had to hire extra help at tax time, it kept employment in the community. Howard Morton motioned to keep tax billing manual and Clem McLellan seconded it. An Ontario Hydro letter was read recommending that the old fluorescent street lights in Bel- grave be replaced by high pressure sodium ones which will use more energy but are supposed to last longer. The letter also pointed out that parts for the old fluorescent ones are getting harder to get. Council decided to have member of Ontario Hydro come to council and discuss its recommendations. Discussing a new photo copier machine council decided to lease a machine until the new year. Council decided to contribute 25 dollars to St. John Ambulance. Donald Craig; Township of Morris Recreation Committee, Council Clerk and Road Superintendent; Solicitor, Alan Mill; Auditor, Lentz and Jeffery Firm of Chartered Accountants; Wingham Historial Society, Bill Elston; Maitland Valley Conservation Authority, Bob Grasby.
