Safety changes recommended
for Royal Homes

New safety procedures were
recommended by a coroners jury
looking into the death of Henry Ten
Pas, 25 of Turnberry township,
killed while making repairs to a
trailer carrying one section of a
house for Royal Homes Ltd. of
Wingham.
The recommendations include:
•that the company use a govern-
ment-approved system for tying
down houses during moving;
•that a formal safety program be
initiated at the Royal Homes plant,
with records of such training kept on
employee records;
•that records be kept of equip-
ment maintenance in accordance
with manufacturer's specifications;
•that the maintenance be per-
formed by properly trained person-
nel;
•that a formal check list be drawn
up for drivers to use before and after
loading a house onto a trailer.
The inquest was told that Mr. Ten
Pas, who was described by a
fellow-worker as "very careful",
had crawled under the trailer while it
was being lifted by cables, one of
which had broken. During the
process a second cable snapped,
causing the trailer to tilt and the
house to slip to one side, crushing
him.
The jury was told that on the
morning in question, May 6, after
having had breakfast with two
fellow-employees at the Teviotdale
Truck Stop, Mr. Ten Pas noticed that
one of the four cables supporting the
trailer had broken.
While another man operated the
hydraulic controls to raise the trailer
by means of the remaining three
cables, Mr. Ten Pas crawled under-
neath to try to insert a pin which
would lock up the trailer bed and
allow them to replace the broken
cable. However just before he could
insert the pin a second cable broke,
tilting the trailer.

inquest at Palmerston showed a list
of circumstances leading to the fatal
accident, including questions about
maintenance and inspection proce-
dures for the cables and the training
of employees working with the
trailers. It also was noted that the
trailer was not blocked up prior to
Mr. Ten Pas crawling underneath,
as required by provincial regulation.
Hans Kuyvenhoven of Wingham,
president of Royal Homes, said his
company had moved some 2,000
half-houses during its 14 years of
operation without a fatality or
serious accident.
