Ontario Hydro rates to increase 4% January 1 Ontario Hydro will increase elec- tricity rates an average four per cent, effective Jan. 1, the utility's board of directors decided. Rate increases to municipal utilities will be the lowest in 20 years, while increases to direct industrial customers will be at the lowest level in 14 years. The new rate increase is lower than the 4.9 per cent recently recommended by the Ontario Ener- gy Board but higher than Hydro's original 3.6 per cent proposal announced in March of this year. "After careful consideration of the OEB recommendation, Hydro's board of directors decided that Hydro should keep its rate increases below the forecast inflation level, a target we have set for ourselves for the balance of this decade," Chair- man Tom Campbell said. "Since we made our initial forecast in January, the outlook for revenues and costs is less favorable, so a 1986 rate increase slightly higher than previously predicted is required. However, we believe an increase of four per cent instead of the 4.9 percent recommended by the Ontario Energy Board will help the economy and be more responsive to customer needs," he added. "Hydro's board was aware that many of our customers have been living with price and wage increases lower than inflation and we feel a particular responsibility to them." In arriving at its recommendation the OEB emphasized the need for a higher level of net income which would have the effect of moving Hydro more quickly toward its financial targets. However, Hydro believes that its 1986 revenues will be adequate to meet the interest charges on its debt and to meet its debt repayment plans. The increase will also reduce the proportion of Hydro's assets that are debt financed, continuing a trend that has been underway since 1982. Hydro expects this trend to continue into the future as further progress towards its financial targets is achieved. able to take advantage of a new long distance calling option that provides a one-third discount off calls placed to the Clinton telephone exchange. The service, called SELECTEL (formerly called Optional Calling Plan), was approved on May 24 by the Canadian Radio-television and Telecommunications Commission (CRTC). For a monthly fee of $1.65 Residence and $4.65 Business ser- vice, SELECTEL subscribers in Auburn are entitled to a one-third discount on customer-dialed calls placed to Clinton without operator assistance. This discount applies in addition to existing evening and weekend discounts on calls over 35 cents minimum charge. The service will be available starting Nov. 1. From Nov. 1 to Jan. 31, customers will be able to subscribe to SELECTEL without incurring the normally-applicable administration charge ($14 for resi- dence; $25.75 for business). SELECTEL is a one-way service available between qualifying ex- changes, where the distance be- tween the two exchanges' rate centres is 40 miles or less.
