Canada accepts respon- sibility for the systematic search- ing for the aircraft, ships, or per- sonnel of any nation becoming lost within the territorial limits,. Iri the case where the missing party originates in the United States, allowances are niade for . the air rescue service of the Unit- ed States Air Force to carry out searches in Canadian territory, during which this service has ob- ligations to the Canadian search larid rescue facilities, The International Civil Aviation Organization (ICAO), which is a UNO authority with headquarters In Montreal, has delegatsd the search and rescue duties in Can- ada to the RCAF. The air force has drawn up comprehensive plans to cover all aspects of search and rescue, known for the sake, of convenience as SAR. Divide Nation Into Areas The first step has been to di-, vide the entire nation into areas called SAR areas width are ad- ministered by headquarters with- in each respective area. These SAR area headquarters are called Rescue Co-ordination Centres, or RCC's. At the RCC incidents are received and the commencement of a SAR operation is co-ordinat- ed. The SAR areas total five in all. Their RCC's are located at Hali- fax, Trenton, Winnipeg, Edmon- ton and Vancouver. Associated with these RCC's.are the various rescue units and com- munications and rescue flights which are situated at strategic points within the areas and which are directly responsible to the Rescue co-ordination Centre for all SAR activities which they per- form and for their constant state of readiness for action. These units are manned 4, by properly qualified personnel, who are fully trained in the aspects of search and rescue. The duties they perform are multi-farious, and.include aerial spotters, para- rescue teams, who are employed to drop into a crash site-by para- chute, heavy equipment opera- tors, ground search parties, and many others. 'These people go about their duties„ under the orders of a Sparchmaster, who 'is an officer appointed to take command of Types of Search During a SAR operation there are many different methods of search which 'can be employed in order to locate a missing aircraft These methods are worked out for use, taking into consideration the type of terrain over which the search is to be carried out and the number of aircraft, both civil and military which are available to carry out a seareh. One type of search which is used when there are several air- craft available is to have the air- craft fly along the known track of the missing aircraft and paral- lel to it on either side cevering a wide area and allowing for a con- siderable deviation from the flight planned track of the last machine. In mountainous terrain, a popu- lar type of search. is one which follows the contours of a moun- tain, starting at the top of the mountain and flying 'around it, at the same time, descending stead- ily so as to cover the entire mountain, in a wide, spiral descent. These and many others are the types of aerial searches em- Ployed. They are worked out in such a way as to leave very few clues uncovered in the search for a missing aircraft. Try To Pinpoint Position The plan for a search ri drawn up, using such factors as the known track of the aircraft to- gether with the last position where the aircraft was actually observed in flight by some person who may have seen it pass over him. Coupled with these factors are the known fuel load of the Missing aircraft in hours and minutes, the aircraft's airspeed and last but by no means least, the wind drift. By co-ordinating all these factors, it is possible to determine the line along which the search must be carried out. Taking into consideration the last known position of the aircraft, search parties will know just how far along the line it becomes • probable that the aircraft will have crashed. This will narrow down the territory over which the search must be carried out. By knowing how much fuel' the aircraft is carrying as based on hours and minutes of consump- tion, together with the airspeed and wind it is possible to deter- mine how far along its track the aircraft could have travelled at maximum before crashing. It is now possible to see that we have a track established along which to search, a point at which to commence our search along the track and a known limit beyond' which the aircraft could not have travelled because of a lack of fuel. This narrows the search area down even further. The final factor, the wind drift, will extend the search area to cover the ter- rain over which the aircraft might have been drifted by the wind from his flight . planned track. It can be seen froth this system of planning that a search is not instituted on a 'blind guessr,baSis. It does not involve a great pile of aircraft roaring off into the blue on a glorified treasure hunt. All factorS which can narrow down the areas of possibility and probability are accurately com- puted, and the search is insti- tuted with a reasonably good knowledge of where the missing aircraft will be. In the past it has been known, where the pilot of 'a downed ait- craft has flight planned accurate- ly, for the search parties to collie aetoss 'the wreck within h few 'Mildred yards of the point where it waS conjoined to be on.PaPer- Nor is this a rare occiirrence. Search operations are never ceased until they have been brought to a successful eentlu- sten. Those incidents .whieh have been of 'particular interest to the people of Canada were the crash of the. TranS-Canada Airlines North Star in the mountains .of south-western liritiah Columbia- and more re- cently the loss, of the twin•en- artiohiblan in Northern On- tario which produced more fOr- tiniate results in that the crew of the aircraft were saved. These many incidents where aircraft are missing, or are Immo to have crashed in inae- cesSible areas, are the prime Con- cern of the search and rescue service which is administered by the RCAF. Nor is this service restricted entirely to the search for missing aircraft,.
