The Superintendent Has Issued His
Anoual Report..
The Superintendent of Neglected and
Dependent Chilchen, °Mark), has issued
his report ot work done during the past
year. and the matter contained therein
le very intm*esting,"leicasse it deals with
the most hopefol„ helpful and encour-
aging work that governments or philan-
thropists min engage in. The work
deals with human beingse-ohildren-not
in the mass, but as individuals.
No doubt many of our readers have
heard of Children's Aid Sacieties in an
indefinite way, but if they wish to get a
close acquaintance with this important
work they should send for a copy of Mr.
leelso's report, Briefly, tiff3 Children's
Aia Societies are organizations of vol-
untary workers who are interesUed in
helping ali children, but more especially
those who by reason of their environ-
ment seem to be fated to become the
waifs, the outcasts, and the predatory
members of saciety. Fatnilies are grow-
ing up in ell parts of our provitice the
parents of which are.not only not giving
reasonable Care, sustenance and good
example to their children, but are them-
selves the children's chief examples of
vice and evildoing. The aim of the
Children's Aid work is, after exhausting
every reasonable means to improve the
lot of the children in their own homes,
to apply for guardianship, and there-
after these children are, .in a sense,
wards of the Government, They are
not,,nleeggstn institutions, but are placed
es where they receive the
ordinary inclividuriS, care iind.,.treatment
they should have received, in their own
homes. They are regularly visited hy
authorized persons, who Inquire care-
fully Into their treatrnent by their foster -
parents, and if Ws. is not satisfactory,
the children are removed.
Now let -us see what this means.
Childern who are almost certain, if left
in their own homes, to grow up idle,
dissolute and probably criminal, are
removed • to an atmosphere that is
healthful morally, and yet the family
bottle surorundings are preserved as far
ns possible. Families who in evil sur-
roundings would have developed crimi-
nal habits and have cost our municipal
and rrovincial Governments thousands
of dollars are at a trifling cost`made
respectable, self-supporting citizens.
We spend a. good deal of money and
energy trying to overcome the criminal
classes. Could we not spend some of
that energy and a very little of the
money in preventing children growing
up to be criminals ?
There are at present 60 Children's Aid
Societies in Ontario. About 400 chil-
dren were rescued from evil sureound-
trigs last year, and in the past ten years
fully 4,000 children letve been dealt with
in the way indicated. These are our
children. not the children of aliens, and
if not dealt with wisely when young
they will force us to deal with them
when older, with much less hope of
Permanent benefit.

keepers recently had trouble with poach-
ers on the estate, and the.outrage is at-
tributed to them. Lord Astitown has
also been threatened by political agati-
tom. At the recent Galway Assizes a
al pelitician, who is a Justice of the
eaoe, wee charged with inciting others
to murder Lord Asbtown. lie was, how-
ever, acquitted.

order that the wheat crop may be pro-
perly handled, the Canadian Patine has
this year instituted inquiries with the
object of ascertidning the number of
cars required fer the transportation of
wheat, A report received from Winni-
peg stated that the crop would probably
require fifteen thousand box cars, with
suincient. equipment at engines to han-

steadily from weetern points to the great
lakes, and will be enough to take care
of the wheat as it is marketed. Local

from the use of almond extracts sup-
posed to oontain presele acid, an analy-
sis was made in the Department of In-
land Revenue of 65 samples collected
ihroughout thtt Dominion. The tests
showed 61 satnples of essence of bitter
almonds to be free from prussic acid.
In four there was merely a measurable
quantity, insufficient to be dangerous.
