reach MW,y or forty minutes drive) of every child in the Province.
Without leaving home, a pupil could proceed,.from tile A. B. C's to
matriculation in the Agricultural College., the University, L,aw, Med-
Who, or Teacher's standing ; thus spending the critical period of
youth (from thirteen to eighteen years of age) under tile watchful
eyes of Parents, and away from the temptations of urban life.
The rate of taxation required to .maintain these schools would" ,
be much leselthan whRt it costs for city, town or village schools.

The average rate of school taxation in the rural part of this
Inspectorate for 1906, was 11 mills for General Rate, and J mill
for Special School Section Rate, or 2J mills in all. The average of
School taxation for urban schools was 6J mills.

Twenty of the rural school teachers have one year's experience,
or less, and thirty-eight were but one year or lose in tile RUIne
school. Thirty-two of those teaching in the rural schools tire
"legalinfants", being under twenty-one years of age. There Rile .
but two such "infants" teaching in urban schools. At midsummer
there were twenty-five changes of teachers, and seventeen changem
in December, or forty-two in all,

Although the figures given above are very disheartening, yet
the progress of the pupils is very, satisfactory, but I must reitorate
what I have said to you so often, that teachers of such i-nirnature
minds cannot train pupils in those moral quRlities that go to form
the character of upright, honorable and useful citizens.
In the rural schools there axe twenty-rievon ruale teachers, anti
sixty-one females. In urban schools, six male teachers, and thirtN,-
i one females. These numbers are tile same as last year.
Sixteen years ago there were but two fernale teachers (assist-
ants) in Howick out of nineteen, now there are but throe inale
teachers in this township.
� There are many excellent teachers in this Inspoctorato, none
better ianywhere; for in teaching, as in other Profegsiomi, exporionco
tells. Tuckersmith is the banner township in thig Inglioctorate,
al trained teachers of experience, and all �
doing excellent work, Indeed, the work the teachers in
the Inspectorate is very satisfactory, considering the limited experi-
once of many.
EXAMINATIONS.
Three hundred and forty (340) candidates wrote on the entrance
� examination at the various centres in East Huron. Of these, two
hundred and sixty-six (266) passed. This is seventy-eight (78%) por
cent. of those that wrote. The average age of the successful ean(li-
dates was thirteen and a hftlf (13J) years. The numbers vary little
from year to year.
One uniform promotion examivation was hold in tho Spring.
This examination is a great Resistance to inexperienced tow,hors,,
and is also of use to the older teachers as a stimulug to tile pupils.
Teachers are expected to use the pupil'a term work in combination
with this examination when making promotions.
CONTINUATION SCHOOLS.
There are now but two graden A Continuation Schools in this
division, Wingham having opened a, High School. These RehoolK
are doing their nanal excellent work, I hoPe You may gee your
way to continue your grant to theso schools. Tbov eortainly
deserve it.
MODEL SCHOOL.
There were forty-five pupils at the Clinton Modol Sehool
These received their usual careful training, It is just posgiblo that
there mav be another term of the Model 8chools.
CONCLUSION.
I prepared the usual cinder hemp of atatistion, but theN %�Vro 41)
