20th, is tlae 88th anniversary of the in.
stitutiora of Odd Fellowship in America,
and the brethren of the triple links in
Goderich will mark the event by a
dinner at the Bedford Hotel this even-
ing, which promises to he largely at-
tended, and. by a, church parade to St.
George's on Sunday morning, when
the rector, Rev. M. Turnbull, will
preath a sermon appropriate to the
anniversary.

day evening a large and enthusiastic

ers onthe Huron Lacrosse Club was
held in the Council Chambers. The
only regrettable feature of the meet-
ing wee the withdravral of Dr. Sale
from the manageeship. The trend
of the meeting 'Minted to a most pros-
perous and successful season. The

Fon CHIINA.-Carr ilarrle and John
Hatton, two members of of the C.P.R.
engineering ataff, who have been red -
dente of Goderich many months, will in
a few days depart for China, via Van-
couver and Hong Kong. They leave
the C. P. R. to join the Chinese staff
running a H. R. line from near Canton
inland for a long distance, and they
may be engaged on the work for many
years. Goderich will miss the young
gentlemen, who have many friends
here. Mr. 'Harris will be particularly
tnissed among hockey players for his
playing and staying powers, and both
gentlemen for their amiability and the
heartiness with which they backed
Goderich in all its athletic and other
undertakings, Mr. Hutton is also
said to have drawn the plans for the
Goderich etation of the G. & G. R.R.. so
tbat he is engineer and architect.

The regulations governing the new
postal agreement Otit newspapera pass:

States require that postage to the
amount of one cent for each four
ounces or fraction thereof be paid on
all newapapers going into the United
States. This will meen that all sub-
scribers of Canadian papers living on
the American side will have to pay
additional postage on their papers
amounting to about one cent per copy.

regulations are the result of the postai
convention between the United States
and Canada. Under the postal con-
vention which has hitherto been in

gard to the transmission of news-
papers aed periodicals passing between
the tWo countries. There is about a
ton of matter coming from the United
States to Canada to every 100 pounds
goihg to the United States, and much
of the former contents of publications
of a very cheap order. The convention
stipulated that all this matter should
be carried at the rates prescribed by
the country of origin, and accord-
ing to the United States 'regulations
cheap publications were carried at
newspaper rates. which could not be
so carried in Canada. Thus the Dom.
Inion was in the partition of giving
privileges bo Aibelican publiehers
which were denied to Canadians.
This has now been changed. Here-
after heWspapers and periodicals
mailed in one country and addressed
