"Mr, Fowlers bluff must be call-
ed:" "The Canadian public will
not stand for scenes such as mark-
ed this week's debates in the
;Ouse of Commons," it declares,
"Political decency and public
morals demand that the insolent
bluff ef Mr. George W. Fowler b.
called. The Prime Minister was
altogether right when. 1e declared --
that before the present . session
closes the matters involved must
be brought to..the attention _of the •
House. There is no alternative
consistent with the integrity of
Parliament' .and the honor of . its
members." Again-, it says :
"It is said that members and
newspaper men become so acces-
tomed to scandalmongering in the
cor riders and smoking rooms of the
House of Commons that they are
riot sensitive to the most insulting,
the most compromising, the most
utterly damaging insinuations and
thinly -veiled charges, even when
uttered openly in Parliament. That
may be true. But it is net true as
regards the people of Canada, who'
choose those representatives, and
indemnify them as members of
Parliament, Canadians are not so
callous and blase as to take graft
and immorality for granted in their
public men. Nor are they are so
absorbed in getting prosperous that
they disregard the obligations of
honesty and chastity. •
If Mr. Fowler has any charges to
make against the honor or public
character of any Liberal in Parlia-
ment he is under obligation to make
good his threat or resign his seat.
And Liberal members are under
obligation to insist on either alterna-
tive. Mr. Fowler's bluff must be
called."
The Montreal Star has given con-
siderable attentioe to these charges,
and well says:
'Sir Wilfrid is the only Minister
who has spoken; and he has sug-
gested a postponement until it be
seen whether or not the report of •"

hypocritical folly to pretend that it
is no business en the people what
the private character of their public
men mav be. That theory is not
borne out by the actual attitude of
any morel pe(vle toward their pub-
lic men."
The cases ef Parnell and Sir
