, THE TOWN COUNCIL
• A regular meeting of the Council
was held last Friday evening, all the
members present except Coun, Elliott.
COMMUNICATIONS AND PETITIONS.
Caretaker Aldous, of the Cemetery,
applied for an increase of $100 a year
to his salary. He now gets $830 a year
and $50 for extra labor; he piags $213
of this for cutting grade and uuder-
brushing, and the other half for a boy
to help him. He thinks he should have
a horse to help him keep up with the
work, but cannot afford this or the
building of a stable on his present sa-
lary. The Cemetery committee will
consider.
The treasurer of the Collegiate Iri-
stitue notified the Council that/ $3,000
would be required from the town this
year towards the Board's expenses.
Finance committee will consider.
C. A. Humber again asked for a
water service with a half-inch pipe
from the nearest ayailable point to a
house owned by him on South street,
lots 1220-1221. The engineer's esti-
mate bad shown that such a service
would be too costly for the revenue
derived, and be will be asked to en-
deavor to have Mrs. Edwards agree to
allow the joint use of the water tap on
her premises.
John Bain asked for a sewer connec-
tion on Britannia Road, to allow his
house being connected, as the cellar
was frequently flooded, and as other
parties in the neighborhood have
made similar requests the engineer
will be asked to make an estimate and
report to P. W. committee, who -will
report to Council.
A petition from Mrs. Yates for a
water service on Brock street had
been reported by the engineer to cost
$53, and the one service would be $8 a
year, and as this meets the basis of
10 per cent revenue on the cost of ser-
vice, fixed by the Council sorne time
ago, the petition will be granted.
The petition of Messrs. Goldthorpe
and Munnings for a service in the
block between the railway bridge and
the jail was estimated to cost $325,
with a revenue of only four services
promised. Coun. Goldthorpe argued
that the 10 per cent. basis was ton
high, but the mayor thought it should
be adhered to, and after consultation
with Engineer Kelly it was agreed to
put in a 2 -inch pipe at 22c. per foot if
four services were guaranteed.
The clerk read a statement from the
Bank of Montreal showing the amount
of the Goderich and Guelph Railway
debentures, being $20,148, of which
$8,000 had been paid over, the interest
having amounted to $140. Filed.
A petition from seven
residents of

Trafalgar street asked that the cement
walk on the south side of that street
he placed on the inside of the trees.
Wm. Blake, in support of this, said
that part of an old drain and a tank
were on the block he resided in and
the sidewalk if laid on the outside
would go over these. The Mayor said
he would favor any such change, but
Coun. Blair opposed it, and the Street
In.pector and P. W. committee were
instructed to examine and report.

Coup. Blair spoke .of a letter in the
Signal claiming that the new walk on
Cambria Road was fall of humps and
were laid on mud. The clerk said the
publishers had told him the writer
claimed part of the complaint was
only a joke, bat as he was in the audi-
ence perhaps he would explain. Me.
A. Saunders rose to say' he fathered
the article, and while part of it was a
joke the humps were there, and the
walk laid on loam, which everybody,
knew was mud when wet. He spoke
of the block from East street to the,
front of his own property only. This
brought out some warm protests and
explanations from the clerk and In-
spector Sands, who are in charge of
the work, and finally the unseemly di-
gression ended with apparently each
one of " the same opinion still."
The clerk read petition No. 2`2, ask-
ing for a sidewalk on north side of
Trafalgar street, between Victoria and
Cambria Road, and the clerk's report
being favorable it was granted.
H. J. McEwen asked permission to
have contractor extend new walk on
Cambria Road to a point adjoining
his residence, hut that the slope in
front of same be not interfered with,
as it would destroy its beauty. After
a long discussion the request was
granted, the Mayor opposing it as a
one-sided arrangement, Mr McEwan
to put in the usual petition for the
walk and have it go through the reg-
ular course.
The Finance committee recommend -
et ,payment of several accounts pre-
sented at least meeting, which was ap-
proved.
Engineer Kelly having complained
that the contractor far the 0. P. R.
work was interfering with and injur-
ing the electric wires at the foot of
Harbor hill by putting cables across
them against his protest. the Mayor
said Mr. Peterson had promised these
annoyances would cease, but Mr. Kel-

watchman should take a walk around
during. evenings to endeavor 'to Tecate
the violators.

Then the dog tag bylaw was again
cited as an unobserved regulation,
and Coun, Blair wanted to know why
Collector Campbell refused to carry
out the Council's instructions to en-
force the bylaw. That official not be-
ing present, a motion was passed that
he be instructed to enforce the bylaw
against those who have not paid for a
tag.
Chairman Bellows reported that the
cannon on Victoria Park had been
properly remounted and placed on a
cement foundation, and he wanted
permission to have the other two can-
nons similarly attended to. Granted.
He was also giyen authority to take
some steps for the convenience and
comfort of bathers at the beach, to
provide them with seats and shade.
Dr. Clark was granted an electric
light service, and after listening to an
eloquent address from " Bill" Garrett,
that he and others have some water
service, it wait agreed that residents of
the southwest corner of the town he
ailowed to tike
water from a hydrant,
at a charge of 25 cents per month,
payable strictly in advance.
Then at about 11.15 the Council
sought the fresh air and moonlight of
the streets.
The proprietors of six of Owen
Sound's liquor hotels applied for it re-
duction of the assessment of their re-
spective hotel properties. They claim-
ed that the introduction of local option
had reduced their net income 33 1-3
per rent., although their counsel ad-
mitted that the value of their proper-
ty was equal to, 'and in some cases
more than the amount entererd in the
assessment roll. Town Solicitor Frost
argued that a man's income could
have no conceivable connection with
the assessment of his property. How-
ever,the judge held that the reduction
in the liquor men's income was perti-
nent to the assessment of their pro-
perty, and accordingly reduced : a9-
sessrnent of the hotelkeepers 2; er
cent. This will mean to consider bin
loss to the town, as the hotel pro
ties involved are valuable.

Mrs. Isabella McLeod, aged 78, of
Kincardine township, was lighting a
fire in the kitchen stove, when her
clothes caught fire and she was burned
to death.
