Olark«Young and Elliott being ebsent. but later on Coun. Young came in. At one time. feeling the weight of the responsibil- ity resting on their diminished num- bers, Comm. --Flair and Goldthorpe suggested that the two press reporters take the vacant chairs and help to get the business through; but the latter declined the great honor with Abele well known modesty., COMMUNICATIONS AND PETITIONS. On invitation of the Mayor Mr. Wm. rn08k made a personal state- ment of the Inconvenience he experi- enced in not being allowed to use his garden hose and lawn sprinkler except from 4 to 9 o'clock p. m. He asked that a change he made in the hours to the forenoon, and after some discus- sion it was agreed that the W. and L. committee consider the feasibility of issuing pecmits in accordance with Mr. Warnock's request. The County Clerk notified the Coun- cilhat the county rate for 1900 was $ - /OM, and it was payable on or be- fo' f Deo. 24th, 1906. The Finance coy smittee will cent:Oder. la long protest from Mrs. Evangelia Hawley against the closing up of Harbor Lane and the opening of Wa- ter Lane was noted but not read, and laid over till the bylaw to make the change comes up for passage,- Wm. Proudfoot wrote on behalf of John McDonald complaining of water fn the cellar of his house by reason of deficient drainage by the town, and owing to which his daughter %vas ill with typhoid fever and it wife's health had been impaired. The Mayor stated that he with chairman of P, W. and the Street Inspector had examined the situation, and the estimate by the latter official was that to construct a sewer, connection with the nearest point would mean an expenditure of perhaps $600. After a long disousaion the matter was left to the chairman to again consider and report. A request for the use of harbor Park for holding the Summer School from August 0 to 12 on the sameterms as last year, was granted, and the Street Inspector was instructed to attend to the repairs of cement sidewalk in front of Farr's Hotel. A letter was read from Mr. J. L. Grantro osin the formation of a local company for the manufacture of "coal gas for lighting and heating pur- poses, and asking a franchise and fixed assessment for a term of years. He offered to attend any meeting of Council to give all desired information, and it was agreed that a special meet, Ing would be held on Thursday even- ing to consider the matter. The Bank of Oommeree furnished a statement showing town funds on de- posit on July 3rd, automating to $18 - 205.70. f Ex -Constable Phalen expressed his thanks in a letter to the Mayor and Council for the kindness and courtesy shown him while in office. Filed. Thte led to several questions- ns to what had been done in thq way of re- turning overcoats and equipments be- longing to the town, and the clerk was instructed to ask that these articles be handed in. 1, Then the remark was made that there was supposed to be $20,1100 be- longing to the town, proceeds of Guelph do Goderich Ry. debenture9 to pay for right of Way, on deposit some- where in Toronto --who knows any- thing about it ? And as the reporters 0erneined silent and the "tlotineht rs were apparently no wiser, the elerk was instructed to write the Dank of Montreal and ask for a statement of the mater. , COMMIDrIE TLEPOI4T8. Windsor -Intoxicated husband mur- dered his wife in „,presence of their children. Orillia-Ten-year-old boy found a bottle of whiskey, drank it, and is dead. Hamilton -Intoxicated -man fell out of a third -Storey window and was killed. These three tragedies are the partial returns from one day's activity on the part of the whiskey habit. Whiskey does not take a Sunday off or go on its summer holidays. Whiskey is doing business every day in the year, and the sort of business it does is indicated in yesterday's returns from three points affected by the habit last Sunday. Hamilton Times: There appears to be no mystery about that Windsor murder. Given a morose andcoarse- natured man, a long course of whiskey soaking and abuse of his family, and the result achieved is not astonising. The pity of it is that such brutes can- not be decently hanged or locked up before they commit murder. MONTREAL TEMPERANCE CRUSADE. Secretary. :Montreal, July 15. -Mgr. Bruohesi, who hit just returned from a pastoral visit extending over 30 parishes, where his grace has been looking into the progress of the temperance crusade started six months ago, declares that if the Government and municipal bodies will do their part, the whole peoples will be regenerated in a few years. Mgr. Benches' does not, how- ever, expect to make a temperance man out of an habitual drunkard, but the archbishop will attempt what he calls the alcoholic education of the young. . B Formerly, he says, the children were taught not to lie, steal or cheat, but hereafter " thou shall not drink whis- key " will be added to the formula. "Will you permit The World to ask your grace if you ever drink strong liquor P" "I do not," quickly replied This grace, "and no liquor has been tfsed at our table since December last. You are aware that it was the custom formerly to serve a little brandy, especially when visitors were present, but since the time I have just mentioned, he my guests, cardinals, bishops or others, there is now no strong liquor used at my table or elsewhere in my house- hold. I have also ordered that the same rule be applied by the parish priests in tpy diocese, for, although I have no right to go into the houses of the faithful and command., them to abstain at their table, yet I have the right to do so with my clergy, and I exercise tihis right." Had he not given so much time to teaching, and were lie not now afflicted With an incurable brain disease, he would have left a name in the departments of song and pianofore composition not surpassed by Schubert and Chopin. As it la, he has written sonatas which are the equal of those bySchumann, Chopin and Orieg. But however full of freedom, individ- uality ndividuality and charm these may be, MacDowetl's songs and pianoforte pieces belong to the musical treasures of the world. His Bongs are full of simplicity and of fresh s ontancbua melody. Of them the best known and pont polestar are i Thy Beaming Eyes," "Sweet Blue-eyed Maid," and his " Slumber Song," but all of them aro equally beautiful and winsome and tender in expression. Aside from his sonatas, lila pianoforte pieced are altogether differ- ent from any other composer'© in imagination and style. Nothing In the realm of music could bo more naive and tender or more pure and poetic than " To a Wild Rose " (in Woodland Sketches) and " From a Wandering Iceberg"' (in Sea Prer ec) They cannot be rendered save by en artist and on a perfect instrument like 'he Igen Vine Stith, With 110 full, nrich hinging Tone and Illimitable Repeating Action, expreteiee every ohade of musical feeling beautifully, poetically, The Bell Art Piano to emphaticslly the Hluisioleitt'.
