A THREE HOURS' SESSION LAST
PRIDAY NIGHT.
Is It the Proverbial "New Broom"
Effort ?
All the members of the Council were
present, and about a dozen interested
ratepayers who watched the proceed-
ings till the end of the session. The
mayor called to order ett promptly 8
o'clock and the flow of soli, if not the
feast of reason, lasted till the clock
struck eleven.
COILMUNICATIONS AND rt'rn ONS.
A letter signed "Ratepayer" urged
the Council to, attend to the needed
repairs at the Summer Hotel building,

This evoked a long discussion in
which therewas mach repetition.
Coun. Blair was witting to allow the
grant to pass (though still doubting
c its legality) because the Council of
1905 bad passed it and the committee
had no doubt acted in good faith on it,
• but b' was opposed to,suhh grants on
principle,
The Mayor thought the Council
novo-wa_s'.moraily, if not legally bound,
the grant having been made and acted
on an good f'ait'h. His only fear was
that the town bad not sufficient ac-
commodation for even the minimum
number of visitors who would be here.
a motion was finally pissed that
the collector hand in a list- of amount
of taxes collected and all disputed or
unpaid taxes for. tbe year, as well as
for 1003.1904, the list to be given to
Finance cow nj.tte e.
The resignation of Robert McLean
as a member of the Board of Health
was read and accepted, and Dr.Mack-
lin appointed in his stead.
A letter of thanks from H.J. Strang
for his appointment on Public Library
,oardWas read, and a request from
the Church of the Disciples, South
street, for a meter in their electric
light service, was granted.
A. circular from the Association of
Municipalities asked endorsement of
a resolution that municipalities be re-
leased from liability for damages sus-
tained through defective roads. The
mayor and Coun. Blair did not regard
tlte,proposal favorably, but the Public
Works committee will consider the
matter.
The clerk troought up the petition
for an electric light ou Lighthouse
street, which had been laid on the
table at last meeting. Oouns. Elliott
and Goldthorpe moved to grant the
petition, but Coun. Blair urged ea a
matter of precaution that a report be
first obtained from the engineer as to
what additional lights of this charac-
ter could be placed around town. A.
discussion over this particular light
was characterized with some playing
to the, gallery,, and finally Mau. and
Clark "moved fib satneri'd"by deferring
action till a report had beep obtained
from the engineer.
There voted for the amendment
Clark, Sallows and Blair, and against
Young, Elliott and Goldthorpe. The
Mayor voted against the amegdment,
inasmuch as the engineer bad already
given a report on the cost of this par-
ticular light, and the motion was car-
ried on the same vote reversed.
Joseph Whitely personally made re-
quest for a rebate on the water rate
on his property on South street, and
the W. and L. committee will consider
the same.
Coun. Bellows recited the stoppage
by injunt:tion of a grant made some 12
or more years ago to St.Peter's church
tor an attraction they proposed bring-
ing,here, and thought this grant was
illegal too.
Coun. Elliott moved to confirm the
action of the Council of 1905, if the so-
licitor decided it was legal, and Coun.
Goldthorpe seconding this, it was car-
ried, with a supplementary motion
that the money be paid out only on
the approval and under the supervi-
sion of the Reception cpmknittee of
Council
A letter from the town solicitor re-
ported a$ proposed loan of $3,000 from
the Sinking tunde,'Wlt'hieh he approved
of. The discussion showed that a list
of. Mortgages had been submitted by
the Standard Loan Co., to take up the
funds deposited with them. Coun. El-
liott thought these mortgages should
be accepted, but that the town should
not pay the one per cent. offered at
last meetingg for securing loans. Coun.
Illafr 'laughed at this and said the
Council would certainly have to pity
the one per cent. commission.
Collector Campbell submitted a re-
,,, port of taxes dolleoted and still un-
paid, but this did not meet the re-
quiretnegto of the law, Coun. Blair
said, as it should be a statutory deela-
ration showing all taxes collected to
Dec. 14, Mr. Campbell, being ques-
tioned, was understood to say this was,
for certain reasons, not possible, and

plans in approval, and attach the

At this stage Coun. Elliott made an
explanation in answer to a report that
he had reflected on the soundness of
the Standard Loan Company in
hie remarks 'at a previous meet-
ing of the Council. Ile wished to
deny this and to correct any wrong
impression which had atrisen therein.

Co., $20.70, was ordered paid, .and an-
other account was referred to Finance
committee.
COMMITTna RxPORTs.
The Water and Light committee
report was adopted as follows :
We recommend that tenders be ask-
ed for the submitted list of electric
light and water works supplies in the
usual way, tenders to be in by the
30th inst.
That Mr. H. D. Reed's request tor
rebate in water rates be granted, he
having been charged by mistake for
water when same was turned off.
That that the petition for a light on
Harbor Hill be granted.
That the clerk write Mr. Ransford
with reference to his request for a
change in the water rate charged
him, that in the event of his water
service being used during any year he
will be expected to pay tbe contract
price, and remind him that the service
is a special one, put in at a large ex-
pense.
That the clerk write the G. T. R.
that under present conditions it is im-
possible to instal a meter and supply
them with water at a rate per one
thousand gallons, and that the rate of
five hundred dollars now charged is
not more than the actual cost of
pumping the water consumed.
That the clerk write J. F. Moffatt,
of Watertown, N. Y., asking hint to
name Lie fee for an expert.
That the engineer and electrician re-
port to each meeting of the Council
the services installed and all work of
importance done.
The following recommendations of
the Cemetery, Parks and Market com-
mittee were addptedd r (1) That the
park seatsbe painted by the town
employees. (2) That the well on the
northwest side of the CourtoRouse be
'filled. (8) Tbat the Park House Park
�.� be planted with trees. (4) That the old
cannon in Victoria Park be remount-

Councillor Sallows asked permission
to mention a. number of matters he
thought should engage the attention
of the Council. 'These were :
1. The passing and enforcing of a
dog tag bylaw.
2. Enforcing the bylaw regarding
cleaning snow off the sidewalks.
3. Defining the duties of the police,
and in that connection ,the repairing
of the watchman's clock and filing its
records each Cay.
4. Enforcing the bylaw against
spitting on the side walks and loiter-
ing in doorways and orf street corners.
These were disposed of as follow. !
1. Clerk will prepare a dog bylaw. 2.
Public Works cominittett will enforce
snow bylaw, and will reporp on the
cost of repairing watchman's plock. 3.
Clerk will obtain copies of police rules
in other towns, and 4, the police will
be 'ordered to enforce bylaw, against
spitting and street loitering.
Coon. Blair brought up his motion
to reduce the Water and Light com-
mittee from the whole Council to
three members, and with a little ex-
planation this carried. Then on mo-
tion of Sallows and Blair it was de-
cided that the committee consist of
Blair as chairman, with Goldthorpe
and Young.
Clark and Blair then moved that
the auditors' report be printed in
pamphlet form, or in such form as the
Finance committee might decide best.
Carried.
Coen. Clark Clark then brought up the
problem of photeoting the windows of
the Agricultural Pork buildings, sub-
mitting a sample of betting which he
said was supposed to be effective as a
protector, and would cost about $90.
In the discussiou, which followed Coun.
Sallows said lhad been informed
that the fences around the ground
were being carried away piecetneal by
some one, and this was confirmed by
Darius Phalen, of the corporation
attar. No one seemed equal to the
emergency of suggesting a remedy,
far less did anyone hint that the cul-
prits should he prosecuted, and the
matter was shelved by referring it to
the P.W. committee, Chairman Young
protestinv that the committee was
now overloaded.
