Sewage system ;
"We dealt with the people directly
responsible for the problem, said McCaul..
"But we just weren't getting anywhere,"
According to 1VleCaul, the order
delivered to. Mr. Cochrane on February 5
was "confirming in writing" direction from
Pr, Frank Mills to. McVean February 4 to
beep the sewage under control at the Blyth
school.
'"Obviously we were prepared to discuss
the details anytime," said McCaul. ."$ut
we didn't hear a thing from the board of-
fice, other than to acknowledge receipt of
the order, until the director teed off
We still only know what we read
in the London Free Press."
The sewage problems at the Blyth School
are by no means new. Constructed in 1967
on the site of the former public and con-
tinuation schools, the septic bed of the
sewage disposal system was installed under
the playground of the school in clay soil.
That installation was approved by the
Huron County Health Unit inspector of the
time, William Empey.
Early in the spring of 1969, the chairman
of the board of education, the director of
education, the architect who designed the
school and septic system and a represen-
tative from the Huron County Health Unit,
visited the site to investigate a complaint
from a local ratepayer.
An idea to purchase additional land for
enlarging the septic bed was discarded
because the land was determined to be too
low and would not solve the problem of
.periodic "ponding" of effluent from the
system.
From the fall of 1969 to the spring of
1971, an attempt was made to improve
evaporation from the tile bed by spending
$3,000 on the placement of top soil and
grass seed over the area of the tile bed.
During 1969, some alterations were
made to the distribution box within the
system and from then until the fall of 1972,,
except in periods of winter thaw or heavy
surface run-off, the system worked satisfac-
torily—according to board of education of-
ficials.
(contint,ed from pope 1).
Health officials. disagree, They ns), it
was not An effective solution. 101873, or,
ter Pr, Frank Mille became Medical ,Officer
of Health, the Health Unit told the board ,if
disagreed with the modifications made to
the distribution -box and ordered it
changed, According to the board of
education, McVean registered a pretest
and finally a compromise was. reached
whereby the elbowa in the box . were
lowered, but not• eliminated.
During 1973, the inspection staff of the
Health Unit observed several cases of
"ponding" on the playground or evidence
of overflow `fromthe distribution box.
They did not accept the explanation of
"high water" periods which were blamed
for the problem.
In a letter dated December 19, 1973, the
MOH issued instructions regarding pum-
ping of the septic tank and fencing around
the area of ponding, The board of
education say these instructions were
carried out "without protest" while the
health unit claims they had to "keep on
their backs" to get the work 'done,
On February 4, health unit officials
called McVean to instruct him to have the
septic tank pumped on a 'continuous basis
until the end of April.
McVean arranged for the work to be
done on a bi-weekly basis, Tuesday and
Friday, at a cost of $25 per day. The
following day, February 5, Mr. Cochrane
was served with the order.
The Director of education claims he has
never been contacted by the Medical Of-
ficer of Health regarding the septic bed
problem at Blyth Public School.
McCaul says this is untrue, and advises
that copies of letters pertaining to the
problem went out to Cochrane under date
of October 19 and December 19, 1973.
A letter in the backup material provided
by the board office to trustees and press ad-
dressed to Cochrane and dated August 1
signed by Dr. Mills, contained a -resume of
the problem and urged that action be taken
to correct the potential health' hazard at
the Blyth school.

4A Presents Assembly
• •
On Thursday, January 31 at
1pm, grade 4A presented an
assembly. The students who
attended were from kindergar-
ten to grade four. The assem-
bly opened with the singing of
"0 Canada" and the saying of
the Lord's Prayer.
After, that four songs were
sung by the whole class with
Mrs. Jewitt on the piano. Next,
a group of students played
three songs on their recorders..
The last number was a play
called, ,"The Cat and the
Queen". The main actors were
Brenda Hymens a queen, and
Karen Cooper as the cat.
The numbers of the program
were introduced by Debbie
Ball. The purposes of these
weekly assemblies by the dif-
ferent classes are to give ex-
perience in performing before
an audience and to bring the
school together as a group.
Parents are invited to all
assemblies which are held on
Fridays at 1 p.m.
