It’s then up to theproperty owners to decide if theywant the project to go ahead. If themajority votes against it, as hashappened in the past, the project
would be cancelled but those who
petitioned for the drain would have
to pay for the cost of the engineer’s
report.
The one way for the drain to be
assured to go ahead would be if the
public works co-ordinator signed the
request for the drain. “Then the
council will be the bad guys for
forcing a big bill” on property
owners, Kelly said.
Nancy Michie, administrator
clerk-treasurer explained that there
are 52 property owners involved inthe area to be drained so theengineer’s report will becomplicated. The municipality itselfand the county (for water from itsroad) will be among those sharing
the costs.
Councillors had not had the
chance to discuss the issue since a
public meeting in Bluevale on Nov.
20.
They agreed to meet with the
engineer to try to get an idea of what
the cost is before proceeding to the
next step with property owners.

Morris-Turnberry council will ask
North Huron once again for
assurance that there will be no
adverse effect on the Blackhall
Drain from a new Canadian
Tire store on the south edge of
Wingham.
At their Dec. 2 meeting, council
reviewed a report from the
engineering firm B. M. Ross and
Associates, sent to them by North
Huron but felt it did not confirm that
the Blackhall Drain, in Morris Ward,
would be able to handle the water
from the store and its parking lot.
Morris-Turnberry had withdrawn its
objection to North Huron’s rezoning
to allow the store when it had been
promised a storm water management
plan would be prepared that would
deal with the effect on its municipal
drain.
Councillors voted to send a letter
to North Huron requesting
confirmation that the drain will not
be adversely affected by the
additional water from the store
property.
