At their Dec. 2 meeting, Morris- Turnberry councillors approved a change to official plan policies that will allow a Bluevale area property to be split into three 100-acre parcels. Sandra Weber of the Huron County planning department explained that the municipality’s official plan allows large farm properties to be severed to their original 100-acre size. However, the policy did not apply to properties zoned “natural environment”. Bluevale Farms Inc. on Concession 1 of Turnberry Ward had asked to be allowed to split a 300- acre parcel into three 100-acre properties. Weber said the planning department had looked at the whole municipality and found that there would be six other properties that might be eligible for similar severances. Council had earlier discussed the matter and supported the idea but went one step further, suggesting properties designated natural environment should be allowed to be split into 50-acre lots, as long as there was one suitable building location on each lot. If such a policy was adopted there would be 51 properties in Morris- Turnberry that would qualify for such a severance, Weber said. However the province has held up a proposed amendment in Central Huron that would allow recreation of the original 50-acre farm lots, Weber said. Among the province’s concerns is creating more minimum distance separation issues with nearby farms, she said. If the municipality wanted to proceed with this amendment it might hold up the division of the Bluevale-area property. She explained that the lawyer for Bluevale Farms Inc, had requested the municipality to go ahead with the 100-acre parcel size designation for the current issue so it would not tie up the division of the 300-acre parcel into smaller parcels. The municipality could tackle the issue of 50-acre minimum lots at a later time. Councillors agreed to have a planning amendment drafted that would permit the division of properties designated natural environment into 100-acre parcels. They also voted to support Central Huron in its request to be allowed to permit 50-acre parcels.
