Although I understand Wingham’s downtown wanting a monopoly at some point they will need to grow.” Warden John Bezaire of Central Huron explained that by passing this it didn’t mean that a grocery store could just move in. “A market study determines need. If it’s not there it doesn’t happen.” Vincent reminded that the OMB decision had been agreed to by Morris- Turnberry. MacLellen, however, reminded that things change. “I don’t understand the justification for Morris- Turnberry to negotiate with North Huron to get their approval to move forward with. Just because it was done in the past doesn’t mean you can’t do something different now.” Asked by Bezaire for his “professional planning opinion” should council approve the committee recommendation, Tousaw would only say “we are asking that the prohibition remain, so believe that would be the most supportable at OMB.” A recorded vote resulted in the committee recommen- dation to allow the change passing by 11-6 with three councillors absent.
